Summary This position is located in the Acquisitions Fiscal, Overseas and Support Division, Acquisitions and Bibliographic Access Directorate (ABA), Discovery and Preservation Services. This is a non-supervisory, bargaining unit position. Responsibilities Utilizes knowledge of library acquisitions rules, practices and/or procedures to carry out a comprehensive training program. Applies knowledge of sound business practice, legal and ethical standards to advise ABA staff on upholding high standards when interacting and communicating with vendors to purchase materials for the Library’s collections. Utilizes knowledge of Federal Appropriations Law, US Statutes, Library of Congress Regulations (LCR) and all relevant governing authorizations to advise ABA staff at all levels and the recommending divisions how these rules are applied to the Library’s acquisitions program. Interprets and revises existing training policy and program guidance for use by others, including top management, in wide-reaching decision-making procedures. Serves as principal acquisitions staff instructor. Designs, develops and provides a wide variety of training tools aimed at a diversified audience with varying levels of sophistication. Conducts training session and workshops external to the Directorate. Serves as the primary point of contact to provide technical support in ABA for a wide range of acquisitions transactions in the LC Integrated Library System (ILS), the next generation system (L-CAP), in Momentum and other online financial systems. Investigates and resolves technical problems in the ILS reported by acquisitions module users in ABA, including the Library’s overseas offices, or, if needed, refer problems to Collections Discovery & Metadata Service or other appropriate offices for resolution. Works collaboratively with AFOS Financial Management Specialist to utilize daily problem reports and periodic Financial Services Directorate (FSD) notifications to correct, update or approve records in the ILS and in the Library’s main financial management system Momentum (MOM). Serves as a back-up MOM approver for ABA. Performs invoice and purchase order creation, update and approval in the ILS as needed to supplement ABA divisions, in support of AFOS internal transactions, and as needed for budget reconciliation purposes between the ILS and MOM. Performs functional testing of the acquisitions module in support of the annual Fiscal Period Close (FPC) directed by the Collections Discovery & Metadata Service. Writes and edits information on Library of Congress acquisitions programs, policies, and functions as a recognized expert in a subject area. Serves as the Area Coordinator and principal editor of the Acquisitions section of the ABA Workflow and Procedures website, developing and maintaining the manual as corrections and updates are necessitated by changes in workflows and in LC ILS software. Articulates, interprets, and explains via written products the various complex aspects of acquisitions and of LC ILS. Directs a group of contributors in the writing process. Reviews their work, and makes recommendations for improvements when needed. Edits written products prepared by others. Serves as one of the principal editors of the AFOS webpage, working collaboratively with the AFOS division Financial Management Specialist and Budget Analyst to develop the annual planning calendar of fiscal activities and deadlines for use by ABA managers, acquisitions divisions, recommending divisions, the Overseas Offices, CDO officers, the Law Library and other stakeholders. Planning calendars are disseminated to staff and posted on the AFOS website. Uses knowledge of acquisitions policy and practice to assist in shaping the character and overall nature of special projects. Serves as a main participant on projects from conception through development, production and introduction to intended audience. Applies knowledge of acquisitions policy and practice to determine scope, emphasis, approach, appropriate techniques, and manner of presentation for special projects. Serves as project participant or chairperson for working groups, task forces, committees, etc., which have assigned responsibility for specific automated system development or enhancement projects or task. Initiates, establishes, and maintains professional relationships with librarians and other specialists throughout Library Services in order to share resources and information and to coordinate workflow within the Library. Provides consultations and briefings to managers and staff throughout Library Services or Library-wide on developments, revisions, and changes in the manual and in the website. Makes recommendations regarding major changes in program areas. Uses knowledge of principles and techniques of library collection development to build and maintain comprehensive collections. Applies agency level policy, Federal regulations and legislation, and major guiding principles of national or international library professional groups to achieve program goals.
