Summary About the Position: This position is located at the Army Benefits Center-Civilian on Main Post, Fort Riley, KS. Responsibilities Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization. Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Employee uses in-depth knowledge of federal benefits, entitlements and retirement programs to execute policies and provisions as defined by the Office of Personnel Management and/or the Department of Defense. Executes requirements on behalf of the serviced Command/DoD Activity for cases involving Disability Retirements and Estimates; Civilian or Family Member Death and Special Retirement Coverage (SRC) eligibility. Provides advice and guidance for highly difficult cases involving questionable requests, documents, or evidence providing sound justification and advisory as to reasons why benefits are or are not entitled. Coordinates personnel actions with employees, managers, CIVPRC and CHRSC’s on elections or changes for health benefits, FEDVIP, FSAFEDS, FEGLI and TSP; retirements, survivor benefits, and accuracy of data in automated personnel systems. Reviews special retirement program coverage cases for FFs, LEOs and ATCs that involve extensive reviews of employee service history and agreements that are complicated by supporting documents and conflicts in interpretation of guidelines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: To qualify based on your work experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: One year of specialized experience includes work that involves interpreting guidelines, regulations, and directives concerning complex benefits, and/or retirement and entitlement cases; participating as a team member for cyclic audit of complex civilian personnel actions; utilization of the Defense Civilian Personnel Data System (DCPDS) and the automated interface with the Defense Finance and Accounting Services (DFAS), as it pertains to civilian benefits and/or retirements and entitlements; conducting research, gathering facts to accurately access information and make sound recommendations and decisions; informing employees about their entitlements and use of grievance or appeal procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Benefits and Work Life Programs Leadership Oral Communication Technical Competence Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education No education substitution for this grade level. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
