We currently have an opening for a Lead Contracts Manager in our Federal Group. This position will focus on ensuring compliance with both corporate policies and procedures as well as government regulations as defined in our contract requirements.
Duties & Responsibilities:
• Leads contract management/administration projects and may be the primary point of contact on complex contract issues.
• Performs detailed review of solicitations and contracts, flag risk and compliance issues, and coordinates reviews with other corporate functional groups.
• Serves as the lead on complex contracts of moderate to high risk.
• Reviews and negotiates terms and conditions of solicitations, contracts, work orders, team subcontracts, and other agreements after first obtaining required division and corporate reviews.
• Providing post‐award contract management, administration and close out.
• Teams with the project management team to avoid and mitigate problems.
• Supports project management staff in the planning for required contract performance reviews/audits including financial reporting, contracts management/administration, cost estimating and pricing support.
• Negotiates with clients on the specifications of potential or actual contract practices of a complex nature.
• Confers with technical staff and project management on issues such as desirability of work, and terms and conditions.
• Discuses complex issues (government property, insurance, COI, etc.) and resolution of contract disputes., Risk Mitigation and Compliance Issues.
• Reviews the work of more junior staff and provides feedback and training.
• Performs other duties as assigned.

Minimum Qualifications:
• Bachelor's degree.
• 7 years of related experience.
• Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
• Equivalent additional directly related experience will be considered in lieu of a degree.
Preferred Qualifications:
• Strong knowledge of Federal Acquisition Regulations (FAR) and agency-specific regulations such as DFARs, DEARs and AIDARs.
• Experience on international development contracts, including those with USAID, Millennium Challenge Corporation (MCC)/Millennium Challenge Account (MCC), World Bank, etc.
• Experience with Contract Lifecycle Management (CLM) systems.
• NCMA Certified Professional Contracts Manager (CPCM) certification.

Skills and Abilities:
• Excellent knowledge of contract principles, techniques, and practices, as well as good business practices.
• Excellent ability in processing and expediting large volumes of work.
• Strong personal computer skills including proficiency in MS Word and Excel.
• Excellent organizational, and project management skills.
• Ability to interact with all levels of staff as well as outside clients and vendors.
• For Federal hires: possesses exceptional knowledge of the Federal Acquisition Regulation and Agency Supplements.
Background Check and Drug Testing Information:
CDM Smith Inc. and its divisions and subsidiaries (hereafter collectively referred to as “CDM Smith”) reserves the right to require background checks including criminal, employment, education, licensure, etc. as well as credit and motor vehicle when applicable for certain positions. Additional Compensation:
All bonuses at CDM Smith are discretionary and may or may not apply to this position.
