About the Team:
We are HR Compliance and Governance, commonly referred to as "HRCG". Our work focuses on various legal and external regulatory requirements for human resources, such as cross-border travel compliance, employee representative bodies cooperation, new hiring entity setup in non-China areas, etc. HRCG's main goals are to ensure the company complies with local laws and regulations for labor and employment during global business development, and to help the company solve compliance and governance issues related to "people and organization."
This role provides strategic support across the business on designing and managing projects with works council, ensuring that TikTok complies with local legal requirements in WC relations. The role will work with Netherlands works council on a day to day level and align with EMEA local/regional works councils on a strategic level.
Responsibilities:
1. Works Council Strategy Formulation: collaborate with global business stakeholders, global employment legal and global HR teams in developing and implementing works council related strategies and initiatives; identify the topics and categories that are critical in terms of Works Council management and develop corresponding communication strategies and tactics; proactively identify and conduct research on the new trends / best practice of works council related policies and processes, as well as other employment issues, and make recommendations on changes
2. Partnership Building and Works Council Communications: participate in the meetings with works council on site, and establish strong and trusting relationships with local leadership and works council members; act as interface to works council, lead/support key negotiations with works council (such as IT updates, performance management, employee movement process, company-level policies, etc); Prepares documents and other reports to communicate information with works council on employee concerns and comments and organizational actions taken;
3. Legal and Compliance Support to Business and HR teams: provide good quality employment legal advice on a broad range of works council-related topics to enable the business to identify, manage and report legal risk; oversee the work of external counsel on works council matters and requests for discrete advice and project work as needed; advise TikTok business leaders and HRBPs on works council and co-determination issues, deals with all questions of co-determination and labor law; develop HR compliance training program as needed;
4. Cross-Functional Network Collaboration: collaborates with global cross functional teams on HR and works council related projects.
Qualifications
1. Advantageous to have 5+ years experience in employment legal and Employee Relations/Industrial Relations;
2. Good understanding of Dutch labor law, industrial relations, employee social dialogue, and employment legal trends;
3. Desirable experience in handling matters related to the Netherlands' works councils;
4. Long-term vision combined with an action-oriented and hands-on approach;
5. Outstanding communication, negotiation and mediation and strategic writing skills;
6. Stress resilient, ability to adapt and work in a fast paced cross functional setting.
