Minimum qualifications:
Bachelor's degree in engineering or equivalent practical experience.
10 years of experience managing and operating a network of laboratories for conformance certification or US Carrier certification.
10 years of experience leading and managing teams.
Preferred qualifications: Master's degree or PhD in an Engineering or technical field.
Experience coordinating team members from multiple disciplines to complete required certification processes and documentation.
System level expertise in certification, for RF performance, to protocol and IP/IMS layers. Ability to enable technical discussions with customer SMEs. Excellent technical knowledge for cellular RF, protocol and 3GPP.
Expert on PTCRB/GCF and/or other US carrier certification requirements.
Ability to communicate in English and Chinese Mandarin, while being an excellent communicator of requirements, critical path, and schedules.

Responsibilities
Manage daily laboratory operations for smartphone carrier testing and certification. Develop vision and strategy for certification laboratories. Oversee certification test requirements and validate testing reports for accuracy, completeness, and ensure all mandatory requirements are properly accounted for in filing packages. Communicate certification status and issues in a clear, succinct, and timely manner to all impacted teams. Define and implement carrier certification requirements across development teams, technical account managers, and carrier partners.
