The Executive Office of Health and Human Services (EHS) is the largest secretariat in state government and is comprised of 11 agencies and the MassHealth program. The Executive Office of Health and Human Services services directly touch the lives of slightly more than 1 in 4 residents in the Commonwealth - some of our most vulnerable children, youth, adults, and elders. HHS provides access to medical and behavioral health care, substance misuse treatment, long term services and support, and nutritional and financial benefits to those with low incomes. The EHS-IT team supporting the Department of Transitional Assistance (DTA) within the Executive Office of Health and Human Services (EHS) is seeking an IT Project Manager. The incumbent will be working closely with and will be reporting directly to the Program Management Lead as well as working with broader EHS/IT teams supporting DTA.
The IT Project Manager will work with the EHS-IT/DTA's Project Management Office to support the DTA's IT initiatives. The IT Project Manager's primary responsibility will be to manage and deliver multiple large, complex projects and meet organizational goals. EHS-IT is looking for a well-organized, results-driven candidate who possesses leadership qualities.
The primary work location for this role will be at 600 Washington St, Boston, Massachusetts 02210. The work schedule for this position is Monday through Friday, 8:00AM to 4:00PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
Duties and Responsibilities:
Plan and manage projects to ensure they are completed in a timely fashion and within budget. Develop and manage a detailed project schedule and work plan. Lead cross-functional project teams to successfully deliver projects using Agile project management methodologies. Determine and define project scope and objectives. Predict, plan and designate project resources needed to reach objectives and manage resources in an effective and efficient manner. Keep stakeholders informed on the project progress. Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress. Prepare budget based on scope of work and resource requirements. Track project costs to meet budget. Prepare project status reports and variance analysis to ensure the project remains on track. Utilize industry best practices, techniques, and standards throughout entire project execution. Comply with defined agency standards. Measure project performance to identify areas for improvement. Facilitate change management activities between the project team and IT service groups, participating in all phases of the project life cycle. Evaluate project's success at completion based on achievement of benefits and value proposition assessment.Contribute to the development of project charters, value propositions, risk action plans, work plans and estimates for large complex projects; serving as a subject matter expert and consultant to mentor/coach team leaders in the use of project management concepts, tools, and techniques. Assist Project/Program/Portfolio Directors and Managers in ensuring systems and/or business plans are developed and documented in accordance with quality control standards. Contribute to continuous process improvements as a part of the EOHHS-IT/DTA Project Management Office
Required Skills, Knowledge, and Abilities:
Minimum of five (5) years of experience as a software project managerExpertise in Agile project management methodologies - Scrum, SAFe, Kanban.Skilled in using project management software such as JIRA and Microsoft Project.Proven decision making and creative problem-solving abilities.Excellent communication skills, including oral and written.Proven experience in leading cross-functional project teams.Ability to effectively manage multiple priorities.
Education and Certifications
Bachelor's degree in Computer Science, Information Technology, or related field. PMP/PMI ACP/CSM certification preferred.
