  Minimum Qualifications 70.1 TRANSFER QUALIFICATIONS:One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 14 or higher eligible for transfer and determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. PROVISIONAL QUALIFICATIONS: Based on the results of the canvass of the current eligible list for the Investigator 1 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Investigator 1 exam and be reachable for appointment from the newly established eligible list. The minimum qualifications for Provisional appointment are:1. four years of qualifying experience; Or 2. an associate degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security AND two years of qualifying experience; *Or 3. a bachelor's degree or higher in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security.Qualifying experience: For the purposes of this examination, experience in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting, and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings.Types of Investigative experience that could be considered qualifying: Experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications.Examples of non-qualifying experience include but are not limited to: Experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement.55 B/C QUALIFICATIONS:Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.FINGERPRINTING QUALIFICATIONS: Appointment to this position may require that the candidate successfully undergo an investigative screening including a criminal history check.

  Duties Description Consumer Complaint Investigations• Perform a wide variety of enforcement and regulatory investigative activities to gather information and report facts on violations of the Do Not Call law, Children's Product Recall Effectiveness law, and any circumspect marketplace activity that harms consumers.• Receive, process, review, and respond to consumer Do Not Call (DNC) complaints received directly from consumers or other Agencies.• Contact consumers to investigate complaints and conduct in-depth interviews to clarify and affirm the complaints received and obtain additional insight related to the case.• Develop a rapport and cultivate relationships with complainants to establish leads and provide education to consumers about the DNC law, as well as assistance in filing DNC complaints.• Enter and update, as needed, investigation results into the DNC database.• Create investigative case reports summarizing findings.• Monitor and report on top DNC complaint categories and complaint trends.• Monitor and report on Federal trade Commission (FTC) Sentinel top Fraud and Identity Theft complaints and trends in New York State.• Utilize the DNC database to download complaints from the FTC Sentinel database and analyze complaints to aid in investigation efforts.• Utilize proprietary investigative tools to investigate and verify consumer and business information related to enforcement efforts.• Testify at Administrative Hearings regarding any cases assigned.Marketplace Safety• Respond to inquiries regarding product safety and product recalls and distribute product safety material upon request.• Maintain Children's Product Safety Recall Effectiveness Act investigation files.• Review retail and online marketplace recall posting policies.• Support product testing program efforts.• Support the Division's annual Consumer Product Safety Commission State Designee responsibilities with marketplace inspections.Investigations Unit Support• Contribute to the documentation of procedures and methods employed by the Investigations Unit.• Respond to mail, email and faxes directed to the Investigations Unit.• Maintain proficiency in new and existing investigative tools and technology used in the Unit.• Participate in Unit development meetings and Lean exercises.• Participate in all mandatory statewide learning education classes and attend at least two additional statewide learning courses annually.
