  Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQ US Army Pacific, OFC Of Operational Intel, HQ Section, Fort Shafter, HI 96858. Responsibilities Serves as the Lead Intelligence Planner within the Plans Division, G-2 Directorate, U.S. Army, Pacific (USARPAC), responsible on Intelligence, planning and operations in support of US Army tactical to strategic operations and activities. Develops, produces, and coordinates new intelligence plans and addenda for intelligence activities in support of peacetime, crisis, and wartime missions. Serves as Readiness Officer and Crisis Action Planning Officer, analyzing and coordinating theater, national operations and contingency plans. Serves as Exercise Planner in support of USARPAC, USPACOM, and internal exercises. Develops the exercise architecture for the Intelligence Warfighting Function. Participates in exercise planning conferences and site surveys that are concerned with matters of international importance. Coordinates and develops G2 exercise manning plans, Joint Manning Document, and other related manpower resourcing requirements. Reviews HQDA and TRADOC-sponsored MI doctrine, combat development initiatives, and assesses impact, relevance, and applicability to USARPAC. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience with intelligence planning in support of Operational and/or Contingency Plans and/or Intelligence Operations, Activities, and exercises; implementation of Military planning doctrine; development of intelligence estimates and exercise scenarios. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications Compliance Program Management Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. This position has been identified as being a Key Position under the provisions of AR 690-11, Use and Management of Civilian Personnel in Support of Military Contingency Operations. A Key position is defined as any Army position that cannot be vacated during a national emergency or mobilization without seriously impairing the capability of their organization to function effectively. Because of the essential nature of these positions, the Secretary of the Army, or his/her designee, shall designate such positions as Key positions and shall require that they not be filled by Ready Reservists or military retirees with recall obligations. Prior to occupying the position, Civilians must be exempted from recall to active duty because of Reserve or retired military obligations. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
