Job Description
This position offers some flexibility of office location within the hybrid work model currently being observed.
This is a temporary grant funded position which will expire upon the occurrence of one of the following: the completion of the assigned project, the expiration of the funding source, if impacted by the bumping process, or on or before December 31, 2025, whichever situation occurs first. The employee hired into this position shall not be entitled to bumping or recall rights under the collective bargaining agreement, but may be impacted by the bumping process identified in the collective bargaining agreement. The employee hired into this temporary position shall serve a nine (9) month probationary period. Given the limited duration of such position, the parties recognize that any progressive disciplinary imposed may be on a shorter timeline than would otherwise be the case.

The Instructional Design & Learning Management System Specialist is responsible for supporting the development and implementation of content on the Learning Management System (LMS) and assisting with the management and maintenance of EEC's LMS. They have responsibilities in two connected areas: instructional content and LMS support.
Instructional Content
The Specialist will work with EEC contractors and Subject Matter Experts (SMEs) to support the development, design, and implementation of new instructional materials and ensure that the instructional materials are accurate and align with the organization's learning objectives. EEC works with a Learning Development Entity (LDE) to do much of the instructional design for self-paced courses, including course narration and translation. The Specialist will develop self-paced content as needed and as time allows.
LMS Support
Under the direction of the Workforce and Educational Technology Specialist, the Specialist will help manage and maintain the LMS through administration of user accounts, progress tracking, and LMS reporting. They work with the SMEs and the LDE to ensure course development is on-track and meet's EEC requirements for quality and compliance. The Specialist will also interact with SaaS vendor along with LMS team to troubleshoot and document technical issues.
Key Responsibilities:
• Work with EEC's contracted professional development providers, Subject Matter Experts (SMEs), and the Learning Development Entity (LDE) to support development of high-quality content (self-paced and facilitated) that meet EEC's objectives and standards for quality
• Plan, design and develop courses in support of the department objectives, and professional development of the early education workforce
• Train and support subject matter experts as needed
• Prepare, test, and publish e-learning courses for delivery, distribution and tracking on the LMS
• Manage course catalog
• Anticipate user issues and create assets for self-help
• Interface with vendor, troubleshoot and report issues, test updates and upgrades
• Support EEC's efforts to onboard course-builders and trainers onto the LMS, including development of applicable training programs for onboarding
• Develop written materials including policies, procedures, and documentation for the LMS
• Create support documentation and materials
• Develop and make presentations to external/internal audiences when required
• Assist with grant reporting requirements
• Other duties as assigned
Preferred Qualifications:
• Experience in education or training
• Experience with current learning management systems
• Knowledge of instructional design theories and practices, including techniques for creating engaging and effective learning experiences
• Understanding of adult learning theory and cultural awareness to meet the needs of EEC's target audience
• Demonstrated ability to learn new systems, understand and communicate policies and procedures, and to work effectively with subject matter experts
• Knowledge and experience with current e-learning (SCORM compliant) development tools (Articulate 360, Storyline, Rise / Adobe Captivate / TechSmith Camtasia), with specific experience in Articulate 360
• Strong communication and project management skills
• Ability to adapt to different learning environments and styles for a diverse workforce
• Extensive skills using computers and familiarity with Microsoft Access, Excel, Word, and Power Point
• Strong organizational skills and attention to detail
• Ability to work on multiple tasks and/or projects concurrently
• Ability to respond to flexible job requirements
• Ability to communicate effectively orally and in writing, including strong writing skills
• Ability to maintain a professional demeanor in person, in written communications and over the telephone
• Ability to work as part of a team and commitment to being part of a learning organization

Qualifications

Minimum Entrance Requirements:
Applicants must have a Bachelor's degree and at least four years of full-time, or equivalent part-time, professional educational experience in a specific or related content area, educational program/or service;
a Master's degree or higher in a specific or related educational content area may be substituted for two years of the required experience -- 30 semester hours equals one year of experience for substitution purposes.
Education toward a degree in a specific or related educational content area will be prorated on the basis of the proportion of the requirements actually completed.
Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License or the equivalent from another state may be required.
