What Will You Do?
Bixal seeks an Institutional Learning Advisor for the USAID/Zambia Monitoring, Evaluation and Learning (MEL) Platform Activity. This program will enhance USAID/Zambia’s programming effectiveness by conducting high-quality evaluations, knowledge-sharing, and adaptive management to improve programmatic decision-making in the region.
The ideal candidate is a solution-oriented, resourceful, engaged, monitoring, evaluation, and learning (MEL) and Collaborating, Learning, and Adapting (CLA) professional with USAID experience who wants opportunities to grow, advance, and shape the future of the international development in MEL and adaptive management.
The Institutional Learning Advisor will be responsible for leading and managing the technical work related to MEL and CLA and serve as the point person for all technical activities. They will work with implementing partners on performance monitoring and evaluation and alternative MEL approaches to support evidence-based programming approaches. They will be an excellent writer and public speaker and able to synthesize qualitative or quantitative data with a high level of quality. A mid- or senior-level professional —they can provide technical oversight on all types of MEL and CLA deliverables. They are a leader who wants to help improve how development is delivered and are passionate about data and learning.
Important Note:
This is a full-time proposal position contingent on contract award.
Responsibilities:Lead the effective implementation of the MEL activities.Provide supervision and management of MEL services to support the Zambia Mission's goals and objectives.Play a key role in the institutionalization of learning within the Mission.Foster collaboration among team members and stakeholders to enhance knowledge sharing.Facilitate adaptive management practices to ensure flexibility and responsiveness to changing circumstances.Support the Mission in continually enhancing its strategies and programs based on evidence and feedback.Cultivate a culture of learning within the Mission.Ensure that USAID/Zambia's development programs evolve and adapt to achieve greater impact and sustainability.Act as an integral member of the MEL Platform, contributing to the overall success of the mission.Provide leadership in efforts to support the Mission in achieving its goals through evidence-based decision-making.Lead MEL capacity building for USAID Mission staff and implementing partners.
Qualifications:Master's degree or higher in a relevant field such as international development, organizational development, or a related discipline.At least ten (10) years of experience in Monitoring, Evaluation and Learning, adaptive management, and collaboration within international development organizations (preferably USAID), with a track record of driving positive change.At least five (5) years of experience in a supervisory and/or management position that includes providing technical and management oversight to sub-contractors.Demonstrated experience in developing and implementing comprehensive M&E systems.Experience working on USAID-funded MEL projects.Demonstrated ability in management, analysis, and processing of data to inform project planning and M&E.Experience providing capacity building on MEL and adaptive management. Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices. Familiarity with USAID’s Evaluation Policy and related guidance on MEL and CLA approaches. Demonstrated familiarity with the Zambian development context. Fluency speaking, reading and writing in English.
