The Minnesota Pollution Control Agency‘s (MPCA or Agency) Industrial Division condusts the core regulatory programs of the Agency focused on industrial facilities and provides media leadership for Air Quality, Industrial Wastewater, Hazardous Waste and Petroleum Storage Tank Programs.
The Industrial Assistant Division Director position supports the (MPCA or Agency) divisions and agency-wide functions. The person in this position will assist the Industrial Director in leading and managing, with a focus on communications with division leaders and staff, human resource transactions, and budget management. This position has responsibility for leading and managing the new Community Affairs Unit and supporting the engagement of stakeholders for projects across the Agency. This position also leads the Industrial/Municipal Business Systems Section to ensure the goals of the divisions are met. The Industrial Assistant Director works closely with Division Directors and fellow Assistant Division Directors in order to apply policies and practices consistently across all divisions in the Agency. This position also plays a strong role in supporting agency-wide functions by participating on agency-wide lateral management teams and special projects, often focused on organizational improvement.
Minimum Qualifications
Three years of supervisory or managerial experience in environmental or natural resources management experience which demonstrates the following qualifications:
Experience overseeing the coordination and management of programs
Experience with long-range planning, developing and implementing programs, developing procedures, and directing projects
Experience with or knowledge of operational functions, to include human resources, fiscal management, information management, support services, process management, and performance management
Experience with or knowledge of the state legislative process
Demonstrated understanding of the principles and practices of environmental protection sufficient to assess factors which impact the quality of the environment and the interrelationships of those factors to MPCA’s programs and services
Leadership skills sufficient to direct, motivate and retain staff
Communication skills sufficient to clearly, concisely and effectively communicate with a wide range of individuals and groups
Collaborative skills to effectively work with and align customers, stakeholders and staff to accomplish common environmental objectives
Demonstrated ability to identify and resolve sensitive and complex challenges
Demonstrated support of diversity, equity and inclusion efforts in a workplace setting
Valid Class D Driver‘s License.

Preferred Qualifications
Demonstrated understanding of the principles and practices of environmental protection and the interrelationships of those factors to MPCA’s programs and services
Knowledge of State and Federal government budgeting processes
Experience in facilities management, lease management, or space planning fundamentals
Experience or training in the Incident Command System (ICS) to be able to lead a team during an incident, event, or emergency situation
Experience with Continuous Improvement (e.g., Six Sigma, LEAN, Kaizen, etc.) concepts, measurement and data analysis
Experience with strategic planning including the development of strategic and operational measures
The ability to create a diverse and inclusive working environment with internal and external parties with an intent to increase one’s own cultural competency
Conflict resolution skills or training.
Additional Requirements
A driver‘s license is an essential function of this position dependent on location. This requires possession of an unrestricted Class D Driver‘s License. The job offer is contingent on confirmation of a valid driver‘s license AND a satisfactory driver‘s license record check. Requires a Class D Driver‘s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver‘s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
