Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), Position Description Number D1105000 and is part of the IL MILPO, National Guard. Responsibilities As a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), GS-0201-9, you will provide technical expertise and guidance for all military personnel assigned in the state, and oversee the functions of the Personnel Services Section. Major Duties - This is NOT an all-inclusive list: Review, evaluate, and interpret regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users. Provide commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues to assist in HR management decisions. Research, prepare response, and maintain action file; as required, forwards response for review and/or response for the MILPO Director and/or State Adjutant General. Accomplish and oversee the accomplishment of technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian. Provide training to supervisors and guidance and assistance to military members on program for which assigned. Conduct and/or participate in Soldier Readiness Processing (SRP), and unit mobilizations and de-mobilizations. Respond to correspondence (general, other agency, congressional, etc.) regarding military personnel issues. Conduct staff visits and train personnel within the unit in all programs for which responsible. Publish guidance to enhance and simplify completion and submission of personnel actions. Serve as an advisor to commanders on assigned unit human resources (HR) program. Interpret policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Conduct periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program. Estimate and project future travel and funding requirements and submits request to MILPO Director. Perform limited supervisory duties which include assignment and review of work on a daily, weekly, or monthly basis; assure that production and accuracy requirements are met; approval of leave; effect minor disciplinary actions i.e., warnings or reprimands; identify training needs; and recommend performance standards and ratings. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted ONLY GENERAL EXPERIENCE: MUST possess experience gained through military or civilian technical training schools, within the human resources business programs. SPECIALIZED EXPERIENCE: GS-09 Level MUST possess specialized experience which includes at least one year of experience with basic working knowledge of National Guard missions, organizations, and personnel programs; basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee; knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency; experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments; experienced in operating a computer and using varied computer programs; experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
