Bachelor degree or equivalent from an accredited college or universitywith concentration in personnel or business administration & four (4)years progressively responsible experience in human resources management& labor relations; or equivalent combination of training & experiencewhich provides the required knowledge, skills & abilities.
Knowledge, Skills & Abilities
Thorough knowledge of acceptable practices & standards in humanresources policies, recruiting trends, principles & practices ofperformance management & training & development; good knowledge ofemployee & labor relations & contract administration, & of the laws ®ulations that impact the work performed; knowledge of personneladministration & employment practices.
Excellent skill in public, employee & labor relations, maintainingeffective working relationships & communicating both orally & inwriting; advanced skill in developing & administering human resourcesprograms, preparing reports & analyses , job analysis & evaluation;skill in developing & administering related recordkeeping systems;operating Microsoft Word & Excel, payroll & personnel software CentralSquare Technologies preferred, & report generator software COGNOSpreferred.
Ability to maintain absolute confidentiality of the materials &situations encountered on the job; read, analyze & interpret complexdocuments such as policies, regulations, instructions, proceduremanuals, diagrams, schedules & labor agreements; respond effectively toinquiries or complaints; write clear & concise reports, businesscorrespondence & work procedures; effectively present information &respond to questions from managers, employees, elected officials,attorneys & the general public; define problems, collect data, establishfacts & draw valid conclusions; solve practical problems & deal with avariety of concrete & abstract variables in situations where onlylimited standardization exists; identify & determine causes of problemsor inefficiencies; recommend improvements in policies, practices &procedures; participate in labor contract negotiations, present self ina posed, professional & appropriate manner & deal with sensitivesituations in a professional manner; ability to oversee the employmentprocess & conduct employment orientations.
Certificates, Licenses, Registrations
Valid Illinois drivers license or equivalent.
Society for Human Resource Management (SHRM-CP/SHRM-SCP) or Professionalin Human Resources (PHR) certification preferred.
