About the Role:
The Personnel Analyst II is the point person for all employee life cycle operations (onboarding, personnel transactions, and offboarding). The primary function of this role serves as the primary contact for new hires and manages orientation for the Executive Office of Economic Development (EOED). This person is the first HR contact for EOED and advises employees and managers on all HR questions.
Duties and Responsibilities:(these duties are a general summary and not all inclusive):
Serve as the primary HR contact for new hires. Work the HR Senior Business Partners, Personnel Analyst III and hiring managers on start dates for new hires and where/when orientation will be. Review the start/stop list each week to be aware of new hires and terminations.Participate in the full-time employee and intern/co-op orientations and make sure that all new hire paperwork is completed. Ensure that all new hires are eligible to work in the United States by taking original form(s) of identification and signing off on I9 form. Record any employees with temporary status (e.g., work permit) and follows up when their temporary status expires to ensure that they are still eligible to work.Effectively communicate with new hires (full-time employees and interns/co-ops) and managers time needed for new hire orientation, what documents are needed for orientation, etc.,Main point of contact for all new employees within first day of hire to discuss all benefits available through the Commonwealth of Massachusetts. In this meeting, the Personnel Analyst II ensures that all paperwork is completed and returned to the appropriate party. All orientations should be in compliance with HRD Onboarding Guidelines and the New Employee Orientation Guide.Work to streamline orientation process.Responsible for making sure that all job information is entered accurately in HRCMS. Ensure that the appropriate paperwork/authorizing signatures for all such changes. Data is often time sensitive and must be done within a certain pay period and/or timeframe.Work closely with Payroll and Benefits Data Analyst to ensure the below is complete for new hires:Enter and verify all deductions into employee records to ensure proper payment of taxes, retirement, and other benefits.Modify/update bank account information for direct deposit. Notify employee if/when the timing of the change.Monitor time off payroll for employees to determine if step increase should be delayed and/or sick or vacation time should be adjusted, when needed.Other payroll duties as assigned.Answer employee inquiries and interpretation of Collective Bargaining Agreements/Red Book as they apply to payroll procedures involving leave benefits, salary rates, step increase, etc.Enter EPRS (Employee Performance Review System) ratings into HRCMS at the end of each Fiscal Year. Ensure that all employees have ratings and follow up with agency staff, when necessary, if needed.Must be aware of changes in policy and/or benefits for the State and ensure that the benefits binders include all new information. This includes but is not limited to new payroll calendars, revised holiday schedules, new policies, and changes to current benefits.Explain health and life insurance plans available through the Group Insurance Commission (GIC). Ensure that all forms and documentation (birth certificates, marriage certificates etc.) are returned to OCA within 10 calendar days of hire and forwarded to the Group Insurance Commission.Educate employees on the benefits of Flexible Spending Account Options (health care spending, dependent care accounts, and commuter benefits). Ensure that all forms are completed, deductions are entered into HRCMS, and forms are forwarded to FSA Contractor. Serve as the liaison with FSA Contractor to resolve employee concerns.Ensure that each employee completes appropriate federal (W4) and state (M4) tax forms. Enter tax information into HRCMS.Workvclosely with Personnel Analyst III on where new hires are in process. Complete all personnel functions in HRCMS (transfers, hiring, promotions, adjustments, and terminations).Submit travel reimbursements in HRCMSComplete employment verifications for employees.Post student intern positions on Handshake and other hiring platforms.Work with Agency staff and Budget Staff to request and set up contract positions for all student interns and contract employees within the EOED umbrella:Enter all employee requests into ANF's Platform System.Ensure that flags are lifted on contract positions. Work with Budget staff to create "Budget sheets" and standard contracts for all active contract employees. Make sure that all contract employees have a current, valid contract. Renew contracts and budget sheets at the end of each fiscal year, or when changes in employment are made.
Preferred Knowledge, Skills, and Abilities:
Ability to give written and oral instructions in a precise, understandable manner.Knowledge of technology including use of Microsoft Word, Access, Excel, PowerPoint, and Teams.Understanding of Payroll/Benefit/HRIS systems and processing. Ability to work independentlyAbility to exercise discretion in dealing with confidential information.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION'S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL APPLY TO (OR WILL BE UTILIZED FOR) PLACEMENT WITHIN THE SALARY RANGE.
Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time or equivalent part-time, professional or paraprofessional experience in personnel work, the major duties of which included classification, staffing, job analysis and/or job evaluation, (B) of which at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree may be substituted for a maximum of 1 year of the required (A) experience.
II. A Bachelor's degree higher may be substituted for a maximum of two years of the required (A) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually
completed.
NOTE: No substitution will be allowed for the required (B) experience.
