  Under general direction, oversees day-to-day administration of human resource policies and programs for a group of Harvard Vanguard specialties and/or locations. Implements and administers corporate-wide HR initiatives at the local level. Acts as a business partner and consults with senior managers, line managers, and others to assess HR needs and creatively solve problems and develop local programs. Reports to a Human Resources Manager with a dotted line reporting relationship to administrator(s).

  Essential Functions

  · Plans, coordinates and implements the day-to-day administration of human resource functions at the local level, sometimes off-site, for approximately 250-500 employees, including but not limited to: employment, employee relations, compensation, benefits and training functions. Has latitude to resolve most issues independently, but works with Human Resources Manager on highly sensitive, complex, or precedent setting issues.· Advises and coaches managers in the application and interpretation of Human Resources policies and laws relating to areas such as employee and labor relations, performance management, staffing, personal development, transfers and terminations.· Recruits, interviews and selects employees to fill vacant positions. Discusses staffing needs with hiring managers, gathers and reviews resumes, attends job fairs (sometimes over the weekend), interviews final candidates, formulates, negotiates, and extends job offers. May work with the employment specialist to develop recruitment strategies. Processes all paperwork for new hires and coordinates orientation and training.

  · Participates in staff career development issues, discussing career paths with senior managers and line managers and recommending suitable candidates for promotion.

  · Provides coaching and counseling to senior managers, line managers, and employees regarding performance issues and the development of performance improvement plans. Manages reduction in workforce actions at the local level. Works with Human Resource Manager on issues that have the potential legal implications for the company.· Prepares employee separation notices and related documentation and meets with employees. Conducts exit interviews on all employees in designated areas leaving HVMA to determine reasons behind separations.· Explains compensation policies and procedures to line managers and ensures adherence to company compensation guidelines and philosophy (for all staff except executives and physicians). Works with line managers and the compensation department in the drafting of job descriptions and the slotting of jobs into the company band structure. Administers performance review and salary planning programs to ensure effectiveness, compliance and equity in pay and ratings within the company. · Serves as front line resource for benefits questions for employees. Administers open-enrollment process at the local level, answering questions on various options and processes. Investigates work-related accidents.· Identifies local HR needs and assists in the development of responses and strategies to meet those needs, especially in the following areas: management development, workforce planning and staffing, and employee relations. Serves as resource and assists senior managers and line managers in identifying, framing, and driving change efforts that improve staff and organizational performance. Serves as point-person in the development and implementation of initiatives undertaken in the human resource department or by the local business unit. Examples include the development of an extensive recruiting campaign, coordination of training programs, integration of new locations/departments into the Harvard Vanguard HR infrastructure, preparation and implementation of corporate HR initiatives at the local level (or tasks of similar complexity).· Promotes and monitors compliance with the Affirmative Action Plan.· Partners with the central HR functions to bring their expertise to clients who need assistance.· Handles labor-relations issues and work with union staff if applicable to assigned local areas. May attend monthly labor/management meetings and be involved in labor negotiations. · Maintains records, reports and files as required or directed. Ensures that necessary supporting paperwork is on file for all human resource actions. · May represent organization at unemployment hearings. · Performs all job functions in compliance with applicable federal, state, local and company policies and procedures.

  Minimum Requirements

  /Education:/ Bachelors degree (or equivalent education, training or experience). HR related education including HR Certificate, PHR/SPHR (Professional in Human Resources/Senior Professional in Human Resources) certification, or master’s degree preferred.

  /Skills and Experience:/Five to eight years of related experience. Proven ability to handle most daily problems independently. Experience implementing and administering HR programs. Broad knowledge of HR laws and regulations and their practical application. Demonstrated strong interpersonal, communication and leadership skills with the ability to work effectively at all levels of an organization in a positive team-oriented style. Excellent organizational and time management skills necessary. Experience with group facilitation or training preferred.

  Working Conditions
