The Department of Public Health's (DPH) Bureau of Substance Addiction Services (BSAS) is seeking a dynamic applicant to fill the role of BSAS Homeless and Housing Services unit Assistant Director. The Homeless and Housing Services unit Assistant Director addresses housing and housing stabilization as a social determinant of health in the context of substance addiction, treatment, intervention, and recovery. This position also oversees programmatic operations for the Bureau of Substance Addiction Services (BSAS) Housing and Homeless Services unit and provides content expertise, assists with strategic and operational planning, and assists with management and coordination for broader projects across service delivery systems.
The position oversees contract management for assigned BSAS contracts specific to homelessness, the management and ongoing implementation of the Sober Housing Certification process, and the implementation and facilitation of Recovery Housing programs, contracts, and vendors across the state.
This position reports to the Director of Housing and Homeless Services within the Bureau of Substance Addiction Services. With support and direction from the Director, this position assists with oversight and guidance to BSAS-funded vendors: provides training and technical assistance, conducts on-site inspections, and manages fiscal and contract obligations. The Assistant Director oversees the BSAS-funded vendors that implement the Sober Housing Certification process with the goals of advancing and increasing the sober housing community.
Duties and Responsibilities (these duties are a general summary and are not all inclusive):
Inform and facilitate systems development across service delivery systems related to issues of substance addiction and co-occurring disorders in the context of homelessness, housing services, and recovery housing.Assist with developing, implementing, monitoring, and coordinating services related to homeless individuals, families, and young adults impacted by SUD.Advise strategic and operational planning for the implementation of special projects related to housing and homelessness within the Bureau, and cross-bureau and cross-agency projects as directed.Submit information on the definition of sober housing in Massachusetts, the certification process, and the Massachusetts Sober Housing Standards to substance addiction service providers, other government agencies, other DPH staff, and referral agencies.Provide content expertise regarding sober housing standards and best practices. Communicate with internal BSAS staff regarding sober housing best practices.Contribute to the development of a statewide training program for sober housing operators. Monitor compliance with Massachusetts Sober Housing Standards and achievement of service goals and objectives.Provide direct oversight of BSAS-funded contracts that fund training and technical assistance to sober home operators, inspections, and certification of sober housing.Offer training opportunities for continuing education in the field of quality improvement. Supervision, direction, encouragement, support, and motivation to staff.Establish priorities for the work of the BSAS Housing and Homeless Services unit and collaborate with other BSAS directors to ensure strategic alignment, as assigned.Monitor expenditures of assigned housing and homelessness-related contracts. Contribute to the planning and implementation of programmatic changes and new service models in response to identified needs across the state, including population- and geographic-specific needs.Attend meetings and trainings with homeless, housing, and substance addiction treatment providers as needed to promote communication, planning, and improved service provision.Work with providers and other appropriate entities to establish and monitor performance measures of services for homeless and recently housed SUD individuals, families, and young adults.Conduct on-site visits to vendors to review program accomplishments and recordkeeping procedures and provide technical assistance to ensure compliance with administrative requirements, and to make appropriate recommendations for changes or modifications.Assist the Director in establishing outcome measures and oversight of data collection, fiscal monitoring, site visits, convening provider meetings as necessary, client record reviews, and monitoring compliance with HUD regulations.
Preferred Qualifications:
Understanding of the state and federal laws, rules, and regulations governing addiction treatment and of the policies, standards, and guidelines that are best practices for prevention, intervention, treatment, recovery, and harm reduction services.Aware of the organizational structure of the Bureau of Substance Addiction Services, the Department of Public Health, and other EOHHS agencies and MassHealth offices relevant to the assigned BSAS division.Knowledge of the law, rules, policies, and procedures governing federal grant administration, including but not limited to the Substance Abuse Prevention and Treatment block grant.Understanding of state accounting and budgetary procedures, including procedures involving ISAs and trust accounts.5+ years of experience in housing, recovery programs.5+ years of experience supervising staff.Demonstrated understanding of recovery housing.Experience managing contracts and vendors - utilization, fiscal, training/TA.Demonstrated understanding of risk reduction / harm reduction.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
