Project Description:Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.
Position Summary:This Head of Rail Systems (HRS) role leads the management of the Railway Systems elements of the Backbone designs undertaken by Backbone Engineering Consultant (BEC) and subsequent design and delivery contractors. The HRS provides technical management oversight of activities relating to rail systems engineering related disciplines. Full technical responsibility for interpreting, organizing, executing, and assisting assignments within the team. Responsible for acting independently on rail system engineering matters pertaining to the project.
Major Responsibilities:Leadership of the Rail Systems function. Establish and develop the teams and monitor their performance against objectives. The HRS is responsible for the management of rail systems discipline and associate staff for O&M, Signaling, Traction & Non-Traction Power, Telecoms, OCS, Systems Integration and Systems Assurance.
HRS is responsible for the management of the BEC designs and subsequent contracts for the rail systems and associated railway infrastructure are delivered and configured to deliver a rail systems performance which meets the railway NEOM Projects requirements for the Backbone and NIC transportation services including High-Speed Rail, Group Mass Transit and Freight Services.
Providing visible leadership and undeniable commitment to system engineering principles demonstrating by the processes put in place.
The HRS will interface with NEOM Projects Director of Rail Systems for engineering matters relating to the works.
Managing reviews of BEC designs and contractor design submittals relating to Rail Systems works for compliance with the NEOM Projects requirements and code.
Managing reviews as required of other contractor technical submittals (including task briefs and work package plans) relating to Rail Systems works.
Managing reviews of contractor inspection and test plans relating to Rail Systems works.
Managing reviews of contractor handover plans.
Supporting NEOM Projects in the liaising with the shadow Operator, ISA and Rail operators appointed.
Supporting the successful delivery of the project with multiple modes of rail operation requiring full systems integration.
knowledge of the live operational construction environment with significant safety hazards including moving trains and 25kV Overhead Line Electrification.
Supporting the achievement of systems integration, design assurance and acceptance with agreement from stakeholders in a timely way.
Ensuring stage works considerations are addressed in the contractor’s design.
Directs and provides technical and administrative guidance to assigned Project and/or discipline Engineers in the management of engineering projects.
Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program.
Co‐operate in all matters relating to health, safety, and environment, including following safe working procedures at all times and not deviating from agreed safe system of work.
Conducts annual performance reviews in accordance with approved procedures and holds career development discussions.
Qualifications and Skills:Degree or postgraduate qualification in science, engineering from an accredited university or equivalent qualification.
Minimum of 25 years progressive experience in delivering rail projects.
Evidence of direct experience in managing and executing rail projects with at least one of the following: High-Speed Rail, Mass Transit and Freight projects.
Strong English language communication and report writing skills.
Ability to prepare clear judicious planning procedures and user-friendly templates to assist entities in undertaking forward, judicious planning.
Knowledge of Microsoft Office and Adobe Design Suite software programs and have the ability to prepare reports.
Must have excellent interpersonal skills, be a team player and have a knowledge sharing approach.
Will have consultancy experience.
Ability to solve problems by thinking laterally and be able to know the needs and requirements of the client, entities and their EPMO’s in order to provide planning / design / feasibility solutions in a multi -disciplinary / multi - sectional context.
Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
Must be flexible and adapt to working in a demanding PMO environment, including the need to travel and work remotely if / when required.
Relevant knowledge of KSA and a sound understanding of the cultural norms and requirements of the region.
