  Job Description

  General Statement of Duties and Responsibilities

  This position is designated as an Emergency Personnel Position. Due to the nature of the job functions and responsibilities associated with this position, the person in this position may be required to report to work during an emergency, or during non-business hours to support agency operations, even if state offices are closed or other state workers are excused from work.

  This individual will be responsible for performing program activities pertaining to all aspects and phases of the grant cycle within MEMA's Emergency Management (EM) sub-recipient grant programs with all 354 Massachusetts communities and Tribes. The EM Grants Unit programs including but not limited to: Emergency Management Performance Grant Program (EMPG), Citizens Corp Program (CCP), and Hazardous Materials Emergency Preparedness (HMEP). The position is required to manage all steps within the complete grant cycle: subgrant notice of funding opportunities (NOFO), applicant briefings, application review/approval, EHP Screening forms, ICIP proposals, contracts, amendments, project revision review/approval, reimbursement reviews/approvals, close out of contracts and projects as well as subrecipient project monitoring. Position must monitor sub-recipient actions throughout the grant cycle to ensure compliance with laws, rules, regulations, policies, procedures and guidelines governing state and federal grants administration. The position must maintain detailed subgrant spreadsheets, electronic files and must complete regular program and financial reports

  Detailed Statement of Duties and Responsibilities

  • Provide technical assistance, advice and guidance to subgrantees on how to apply for and manage EM Grants Unit programs to including but not limited to: Emergency Management Performance Grant (EMPG), Citizen Corp Program (CCP), and Hazardous Materials Emergency Preparedness (HMEP) Programs

  • Review, process, and track sub-grantee applications, contracts, amendment, reimbursement requests, and close out reports to ensure the inclusion of required information, for accuracy, completeness, and content, and for compliance with governing laws, rules, regulations, policies, procedures, and guidelines.

  • Prepare and provide for timely submittal of grant applications, progress reports, and other grant reports as directed.

  • Ability to understand, explain and apply the laws, rules, regulations, policies, procedures. Specifications, standards, and guidelines governing state and federal grants administration.

  • Ability to read and interpret documents such as grant proposals, contract and financial reports and the ability to prepare and use charts, graphs, and tables.

  • Develop written subgrant technical assistance tools as well as conduct subgrant technical assistance presentations, and tools.

  • Review contract documents for accuracy, completeness, and content and for compliance with governing laws, rules, regulation and policies to ensure the inclusion of required information and coordinates required contracts, amendments and/or extensions with subrecipients and MEMA fiscal staff.

  • Prepare reports concerning grant program activities in order to provide information and to make appropriate recommendations to ensure compliance with legal, program and administrative requirements applicable to each grant program.

  • Ability to coordinate efforts with others in accomplishing assigned work objectives.

  • Maintain liaison with MEMA Regional staff to exchange information and to resolve problems.

  Additional Duties:

  • May be assigned to participate in, or support training programs, drills and exercises.

  • May be assigned to work in or support the State Emergency Operations Center, one of

  • MEMA's Regional Emergency Operations Centers, or a local, regional or state Emergency Operations Center or command post during disasters, emergencies, incidents and pre-planned events. May also be assigned to support field response or recovery operations.

  • May be required to work extended hours, including during nights and weekends in the event of a disaster, emergency, incident or threat affecting the Commonwealth, or in support of pre-planned events or activation of a state, regional or local emergency operations center.

  • May be required to travel within and outside of the Commonwealth in support of work assignments and responsibilities. Travel may require overnight stays.

  • May be required to carry and use a two-way public safety radio during duty hours.

  • Must have basic computer knowledge and experience, and a willingness and ability to learn and use work-related software programs, applications, and technology systems.

  • Must have reliable transportation to and from work or assigned locations on a daily basis as well as during emergency activations or operations.

  • Must have the ability to form effective and productive working relations with others, and to work well with others and as part of a team.

  • Fulfill other work-related assignments as required or assigned.

  Qualifications

  First consideration will be given to those applicants that apply within the first 14 days.

  Minimum Entrance Requirements:

  Applicants must have at least (A); four years of full-time, or equivalent part-time, professional, supervisory, managerial or administrative experience in public administration, business administration or business management, and (B) of which at least two years must have been in grants management, contract administration or contract management work, or (C) any equivalent combination of the required experience and the substitutions below.

  Substitutions:

  I. An Associate's degree with a major in business administration, public administration, or business management may be substituted for a maximum of one year of the required experience.

  II. A Bachelor's or higher degree with a major in business administration, or business management, may be substituted for a maximum of two years of the required experience.

  *Education towards such a degree will be prorated on the basis of the proportion of the requirements actually completed.

  Note: No substitutions will be permitted for the required (B) experience.
