  Government Analyst IThis position is located at theDCF HeadquartersinTallahasseein the office of Information Technology Services.

  DESCRIPTION

  This position is responsible for guiding successful software application development lifecycle(s) through the effective management of work items created and managed in the Department's Azure DevOps tenets that are specific to software application projects and systems that serve the Department's Office of Child and Family Wellbeing (OCFW).

  This position is also responsible for liaising problem tracking and project management with OCFW and the Department's Maintenance and Operations vendor that supports the Department's legacy child welfare application system utilizing Jira.

  The scope of the position is complete oversight of what is being developed for applications prior to launch within ADO and what is being managed in the form of change and defect management in ADO as reported from the Department's Help Desk using ServiceNow. The management of Maintenance and Operations will be through both ADO and Jira.

  This position functions as a Government Analyst I work directly for the Senior Management Analyst II (SES) FTE within the Office of Information Technology Services (OITS). This position serves as a business, compliance, and technical analyst that supports a variety of technology projects directed by the Director of Information Technology for Family and Community Services.

  This position is responsible for assisting project teams, software and application testing teams, maintenance and operations vendors, and users of several software applications in adhering to strong governance and operational policies and practices in how stakeholders utilize ADO and Jira to support the software application development lifecycle. This ranges from how Bug work items are entered into ADO as the result of application testing efforts to how change requests are entered and prioritized for requested enhancements.

  This position works with customers, stakeholders, contracted partners, and peer teams and agencies to ensure compliance to established ADO and Jira business and technical requirements through the application of quality assurance, continuous quality improvement, and customer service. The incumbent achieves operational objectives by guiding and supporting established quality and customer-service standards, resolving problems, determining needed improvements, and implementing change.

  EXAMPLES OF WORK PERFORMED

  Regularly monitors all active Azure DevOps and Jira work items, reviews those work items against current and approved governance and operational policies, processes, and goals/objectives, and provides a summary, status, and recommendation for and of all open work items towards achieving both short-term project goals and long-term strategic goals/objectives in the form of a dashboard and reports.

  Tracks the workflows and processes for ADO and Jira work items and actively engages with key stakeholders to support current approved governance and operational policies, processes, and goals/objectives. This engagement will range providing technical assistance and guidance to achieve established goals/objectives to providing directives to ADO and Jira users on adhering to approved policies and practices. This also includes escalating barriers and risks to established polices, practices, and goals/objectives to leadership and any established project governance bodies.

  Actively performs both Quality Assurance reviews of work items in ADO and Jira, and actively applies local Continuous Quality Improvement efforts and recommends enterprise CQI efforts to mitigate issues identified through QA activities.

  Pro-actively provides needed training and technical assistance to a variety of stakeholders utilizing ADO and Jira.

  Supports a variety of application testing teams, including User Acceptance Testing, in effectively testing pending work items through information provided in ADO.

  Assists team members with actioning ADO, ServiceNow and Jira tickets as required to meet departmental goals.

  Develops and manages governance resources on the use of ADO and Jira in general and customizes resources to meet the needs of a variety of developing and developed software application projects.

  Actively seeks opportunities during the project management process and software lifecycle management cycle for all projects in the stages of initiation and planning to promote the use of solid ADO practices and governance early in the project design activities.

  Serves as a subject matter expert of ADO and Jira's role in the processes developed for all technology projects developed within the Family and Community Services division of the Department's Office of Information and Technology.

  Logging and tracking change and enhancement requests, validating and guiding the level of detail with appropriate partners, and facilitating prioritization requests.

  Brief leadership and statewide stakeholders on adherence to ADO and Jira policies and the impact to developing and developed software application lifecycles.

  Prepares reports, briefings, and other knowledge artifacts, both regular and ad-hoc as needed.

  Attend meetings and participate in discussions to develop technical solutions and resolve technical issues and coordinate research to make recommendations for decisions by executive management.

  Serve as a liaison with other OITS Applications and Infrastructure Services groups. Contribute to other IT Applications and Infrastructure Services groups and special teams on projects and activities related to enterprise data quality, data governance, and master data management.

  Consult with other professional staff, management, developers and business area liaisons during analysis, design, and development of information systems projects. Modify or clarify requirements as needed.

  Identify opportunities for improving quality and efficiency of process management.

  Participate in planning for department IT strategic needs, including meetings, estimating, and analysis to support legislative budget requests, plans, and alignment of customer needs and agency strategy.

  Participate in continuing self-improvement and professional development by completing all assigned training within designated time periods and proactively pursuing opportunities for professional and personal growth.

  MINIMUM QUALIFICATIONS

  A minimum of 3 years of experience utilizing Azure DevOps (ADO) and Jira.

  A minimum of 2 years of experience in the software application lifecycle.

  A minimum of 2 years of experience in process monitoring/management.

  A minimum of 1 year experience in technical writing.

  A minimum of 1 year of experience in providing customer service, technical assistance, training, etc.

  PREFERENCES

  A bachelor’s degree (or higher) in an appropriate field

  2 or more years of experience in the Information Technology field.

  REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES (KSA's)

  Knowledge of computer programming and systems analysis and design principles and practices

  Knowledge of techniques of systems analysis and design

  Knowledge of state and federal government compliance requirements

  Skilled in use of standard desktop software

  Skilled in use of common data analysis and data management tools

  Skilled in verbal, non-verbal, and written communication

  Ability to understand technical subjects and emerging technologies relevant to the organization

  Ability to process information logically

  Ability to identify and define business needs

  Ability to prepare business requirements, functional requirements, and user stories

  Ability to plan, coordinate, and complete work assignments

  Ability to communicate technical information effectively with non-technical stakeholders

  Ability to establish and maintain effective working relationships with others
