  Summary This position is located in Division of Operations-Management of the National Labor Relations Board. The purpose of this position is to support the work of the field offices by leading, managing, and implementing initiatives, policies, and projects of the General Counsel under the supervision of the Associate (to) General Counsel and Deputy Associate (to) General Counsel of Operations-Management as well as serve as the primary administrative manager for a variety of Agency functional programs. Responsibilities This position is being advertised as both location negotiable after selection and with a duty station(s) of Washington, DC with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. As a General Attorney (Labor) (Deputy Assistant General Counsel), GS-0905-15, your typical work assignments may include: Directing and advising key officials on substantive and administrative and judicial matters which arise in specific situations requiring legal interpretation of the policies and procedures of the General Counsel and the decisional policies of the Board. Exercising significant responsibilities in dealing with officials of other units and organizations, internal and external, as management and Headquarters' liaison. Identifying and determining causes of any seemingly deficient operations and where possible, takes necessary steps for immediate correction or resolution of systemic problems or recommends basic policy and procedural changes for consideration by the appropriate authority. Responsible for developing plans, measures, aids for improving budgetary planning and for controlling performance and providing guidelines to the Regional offices to obtain their participation in program planning and staffing and keeping currently abreast of changes in law related to the NLRA and administrative and court litigation procedures and through senior leadership and contacts with local and national representatives of labor and management groups as well as professional associations. Developing and/or reviewing case handling manuals to reflect changes in law and policy. IDEAL CANDIDATE STATEMENT The Ideal Candidate for the General Attorney (Labor) (Deputy Assistant General Counsel) demonstrates knowledge of the National Labor Relations Act (NLRA), as well as how the Agency investigates and ascertains merit in unfair labor practice (ULP) charges, representing the Agency in unfair labor practice hearings and in federal court, and the handling of representation cases. The candidate also demonstrates competence in managing projects and cases, as well as providing input on personnel matters and discussions. The Ideal Candidate is detailed, and task orientated and a problem-solver who takes pride in personal performance while delivering results along the way and inspiring staff to do the same. BASIC REQUIREMENT An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). BAR MEMBERSHIP AND CERTIFICATION Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. The Agency's Internal or Self-Certification Form is not acceptable for verification. In addition to the BASIC REQUIREMENT, applicants must also meet the following: MINIMUM QUALIFICATIONS Applicant must have one year of specialized experience equivalent to the GS-14 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-15, General Attorney (Labor) (Deputy Assistant General Counsel), and that is typically related to the work of the position to be filled. Specialized experience includes: Providing authoritative legal advice on labor-management relations and collective bargaining matters or concerns, or monitor and evaluate cases that may have complex legal and factual issues; and Experience with the National Labor Relations Board Act, and similar statues, to handle or oversee complex investigations and make recommendations concerning charges related to unfair labor practice and concerning petitions related to representation elections, or the ability to apply general legal principles to specific issues and to formulate the best possible solution in complicated cases; and Experience leading a team involved in complex investigative and analytical work related to the field of labor law in order to effectively plan, direct, and coordinate operations. (NOTE: All Agency employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Excepted). As a current NLRB excepted service employee, you may determine your status by checking block 24 on your SF-50. The block must reflect "1" or "2. Also, block 34 must reflect "2". A copy of your SF-50 must be provided for verification.) Education An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). (NOTE: Current NLRB Attorneys may not be required to submit a copy of their transcripts. However, NLRB employees within3 years from receiving their juris doctorate degree, must provide a transcript with their application package.) Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement). You MUST provide transcripts or other documentation to support your educational claims. Applicants can verify accreditation here.
