THE COLLEGE: NECC serves about 5,000 credit students each semester on two campuses located in the beautiful, historic Merrimack Valley region of northeast Massachusetts. Job Description:
POSITION: Full-Time Assistant Director of Payroll: Assistant Director; Human Resources; Haverhill Campus (Lawrence Campus as needed); 37.5 hours per week, Non-Unit Professional Position
SUMMARY: The Assistant Director of Payroll oversees all payroll activities and ensures accurate and timely processing of time and attendance, payroll deductions and other related necessary transactions. The Assistant Director of Payroll will ensure the collection of all necessary information and documents, compute wages and investigate and resolve any payroll issues or discrepancies. The Assistant Director of Payroll serves as the primary point of contact for employees regarding all matters related to payroll.
RESPONSIBILITIES:
Reporting to the Executive Director of Human Resources, responsibilities include, but are not limited to:
Oversee day to day payroll activities and ensures efficient and timely payroll processing through the Commonwealth HRCMS payroll systemConfer with all College departments to assist with Payroll related transactions and inquiriesCollaborate with the Office of Academic Affairs regarding Adjunct faculty payments on a semester to semester basisMonitor and reconcile all payments processed and paid on a bi-weekly basisParticipate in state-wide Payroll and Comptroller trainings, meetings, educational opportunities as availableInterpret, review and remain up to date with state and federal regulations, guidelines and procedures governing payment transactionsCompiles the acquisition of complex data reports, summaries, and logs for senior executives and HR staffMonitor and prepare reports for both internal and external sources, as requested/requiredReview, analyze and update various Payroll related databasesMonitor and Maintain electronic Payroll filesReview and confirm accuracy for internal adjustments including: promotions, transfers, terminations, and new hiresAnalyze and recommend improvements to current operational procedures, including all payroll related documentation/formsAnswering questions and resolving issues regarding payrollServes as liaison to the Payroll Division of State Comptroller's Office, Payroll Division of State Treasurer's Office, and other payroll agenciesProvide end user training on Employee Self ServiceMust be available on nights and weekends for specific projects, if neededPerform other duties as assigned

Requirements:
MINIMUM QUALIFICATIONS:
Bachelor's degree in Accounting, Business or related field and 3-5 years of related payroll experience, or equivalent combination of education and experience. Accounting or financial administrative experience using computerized systems Effective analytical and problem-solving skills. Demonstrated ability to organize and complete work independently. Strong attention to detail in working with numbers and written information. Proficiency with Microsoft Office, Excel, and financial systems/databases. Strong interpersonal, oral and written communication, and listening skills. Creative approach to optimize and improve business processes. A commitment to diversity and equity in education and in the workplace is required. Experience with and in Payroll Administration Ability to maintain strict confidentiality. Ability to write reports, business correspondence and policies and procedures documentation. Strong interpersonal skills and ability to maintain harmonious working relationships with a wide variety of staff.
PREFERRED QUALIFICATIONS:
Experience in Higher Education and unionized environment Knowledge of State of Massachusetts systems, preferably HR/CMS, MassHR SSTA, MMARS, LCM, CIW Warehouse knowledge of, Peoplesoft or other payroll software. Bilingual (Spanish/English) Experience working with and supporting a culturally diverse population

Additional Information:
SALARY: Anticipated starting salary range is $105,000 - $115,000 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.
