In this statewide position, the Agency Fleet Manager (AFM) is crucial in overseeing comprehensive fleet management functions that support all DDS state program operations across the Commonwealth.
The ideal candidate will manage transportation for two 24/7 facilities and 250+ state-operated group homes, engaging collaboratively with fleet coordinators, DDS Directors, and the Office of Vehicle Management (OVM). As a vital link between OVM and regional fleet staff, the AFM actively enhances DDS's transportation capacity and ensures compliance by uniformly applying OVM policy across all fleet regions. Additionally, the AFM will enforce corrective action for State Drivers violating OVM Policy, potentially resulting in the immediate removal of vehicles from the agency's fleet.

Duties and Responsibilities (these duties are a general summary and not all-inclusive):
Manage fleet acquisition and disposition in coordination with OVM, providing reports to leadership on budgeting, schedules, maintenance, and fleet progress.Ensure agency compliance with DDS and OVM regulations.Coordinate with area fleet managers on maintenance, repair, and damage claims.Maintain records on all vehicles to ensure proper operation, including regular preventative maintenance, urgent or emergency repairs, and up-to-date licensure, registration, and inspections.Manage vehicle expense (fuel) card inventory, authorization, and compliance.Oversee vehicle transponders and telematic systems, addressing billing and equipment problems as needed.Utilize telematics data to ensure the appropriate use of fleet vehicles and identify areas for improvement.Support the agency by analyzing fleet modernization efforts, making recommendations to stakeholders, collaborating with regional and operational stakeholders, and OVM to develop vehicle requirements.Work with area staff on current and future vehicle requirements and budgeting, developing methods to decrease costs and improve efficiency.Ensure follow-up on all accidents and 1-800 Driver Complaints, taking preventative actions and maintaining files for accidents.Assist in the resolution process for tort claims and investigations related to accidents.
Preferred Qualifications
Demonstrated proficiency in leadership, encompassing goal-setting, motivation, and training Mastery of best practices in driving, delivery, vehicle maintenance, and other industry standards Proficient in data analysis. Knowledgeable in the use of transportation scheduling and management software Familiarity with basic vehicle mechanics, including the ability to recognize the need for major repairs. Competence in budget setting and monitoring. Strong problem-solving, critical thinking, and decision-making skills. Outstanding organizational, time management, and multitasking abilities. Exceptional attention to detail. An associate degree or higher in logistics, business administration, automotive technology, or a related field, or previous coursework in business administration, supply chain management, logistics, and accounting is preferred.
Preferred experience in fleet operations and/or purchasing operations.
Previous relevant experience collaborating with fleets, ideally within the same or a related industry. Experience in the transportation sector with demonstrated leadership capabilities.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
