The Department of Conservation and Recreation (DCR) seeks qualified applicants for the position of Fiscal Officer V - Accounting Director, located at 10 Park Plaza, Boston, MA. Please submit a cover letter and resume as part of the application process.
GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
The Accounting Director is responsible for the execution of accounting and payables functions of the agency. This position will report to the Budget Director. The responsibilities include monitoring budgeted expenses in Massachusetts Accounting (MMARS) system and adjusting for cost center needs throughout the fiscal year, managing the accounting team and being a general resource for finance related inquiries. This function is crucial to the agency's mission as the accounting director position is a key finance position of the agency.
Planning and Monitoring
Work with central office business management specialists, regional business managers, and division business managers to plan the annual budgetary needs of the Department and continuously update senior management of evolving needs of the Agency's resources and suggest changes as necessary. Execute MMARS transactions necessary to move budgeted amounts available to specific regions or divisions as needed or directed.
Project Management Oversight
Provide financial information and reports to business manager specialists, project managers and supervisors on funds availability, accounts, and other key pertinent data. Recommend ways to optimize resources and reallocate as necessary. Maintain clear and accurate records on all Interdepartmental service agreement (ISA) that involve DCR and ensure the execution of necessary related MMARS documents.
Account and Program and Payment Management
Responsible for maintaining program code tables including program set ups as well as phase and activity. Responsible to setting up and maintaining the expense budget database. Responsible monitoring account cash flows and alerting Budget Director, Chief Fiscal Officer (CFO), and Administration and Finance (A&F) Director of any immediate needs or possible shortfalls. Responsible for assuring funds are properly encumbered and payments to vendors made in a timely fashion for all DCR appropriations in conjunction with the Budget Director, CFO, and A&F Director.
Contracts
Examine and approve contract submissions for the weekly financial docket review process. Submission of executed contracts to Comptroller's contracts review office as required by regulations. Communicate corrections to contract managers where necessary. Responsible for assuring the clean and accurate roll of contracts from one fiscal year to the other at accounts payable period close.
Payroll
Responsible for assisting Budget Director in monitoring DCR's funding of payroll and working with the payroll director to ensure costs and assigned percentages are correctly charged. Responsible for assisting Budget Director with payroll corrections for the Comptrollers Division to assure proper payroll execution.
Reporting
Responsible for contributing to reports on all aspects of DCR Spending including: encumbrance management, appropriation status, spending actual versus budgeted, year-end reports, and ad hoc queries as needed in assistance to the Budget Director, CFO, and A&F Director. Provide regular reporting on MMARS access, entries, and segregation of duties. Reporting can include working with Administration and Finance (ANF) Massachusetts Budget Application (MBA) program accurately reporting all aspects of DCR spending across all funding types, and on all funding balances in the MMARS system on an ongoing basis.
Procurement
Provide back up to the procurement unit and be knowledgeable about procurement policies and procedures acquired through applicable experience and available Operational Services Division (OSD) and Massachusetts Certified Public Purchasing Official trainings.
PREFERRED QUALIFICATIONS
Work experience supervising and/or managing staff.Knowledge and familiarity with government financial rules, regulations, and policies.Work experience and familiarity with Massachusetts state finance systems (MMARs, CIW, etc.)
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for the four (4) years of the required experience.
