About the Position: The Anniston Army Depot is located in Anniston, Alabama, in the foothills of the Appalachian Mountain chain half way between Atlanta, Georgia, and Birmingham, Alabama, just off Interstate 20. The Depot is the largest employer in Calhoun County with approximately 4000 employees. Responsibilities Serve as training coordinator, and instructor for the fire department training. When live-fire training or major drills/exercises are conducted, serves as the on-site Safety Officer, and has the authority to discontinue or suspend operations until the hazards or procedures, are eliminated. Performs troubleshooting, and alignment of life safety systems (i.e. fire alarm systems, suppression systems, etc.). Provides technical support and input to Corps of Engineers (COE), engineering firms and Directorate of Public Works (DPW) engineers in matters of building and protection/detection systems, and installation and fire safety code compliance. Provide advisory assistance in the implementation of special fire prevention programs for the annual National Fire Prevention Week and other special lectures and orientations. Monitors normal daily (non-emergency) work duties of the Firefighters to ensures that all tasks are performed in the safest manner possible, and that all areas in which Firefighters work are free of hazards to their health and safety. Review projects plans and drawing from Directorate of Public Works (DPW) and Corps of Engineers (COE) on modifications and new construction of facilities. Current Department of Army Civilian Employees Interagency Career Transition Assistance Plan Land Management Workforce Flexibility Act Military Spouses, under Executive Order (E.O.) 13473 Priority Placement Program, DoD Military Reserve (MR) and National Guard (NG) Technician Eligible Priority Placement Program, DoD Military Spouse Preference (MSP) Eligible Priority Placement Program, DoD MR and NG Preference Eligible Tech Receiving Disability Retirement Priority Placement Program, DoD Retained Grade Preference Eligible Veterans Employment Opportunity Act (VEOA) of 1998 Specialized Experience: One year of specialized experience which includes : 1) Administer fire protection and prevention management programs such as, inspections, training, hazardous material handling, etc.; 2) Develop and implement firefighting training activities such as, emergency medical response, hazardous material response, and fire suppression; 3) Administer and/or manage master operational roster and schedules of each shift to ensure adequate coverage, AND; 4) Oversee and direct firefighting and fire prevention activities of firefighting crews. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-7). In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. You will be evaluated on the basis of your level of competency in the following areas: Emergency Medical Care Fire Engineering Fire Suppression Hazardous Materials Response Teaching Others Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). NOTE: Required Certificates (You must submit copies of the required certifications with your application): In addition to the above specialized experience definition/requirement, this position requires the incumbent to possess, at the time of appointment the following certifications for the noted grades. These certifications must have been awarded by the DoD, IFSAC, or Pro-Board accredited training to meet this requirement. If you do not submit all of the above certifications with your application package, you will be rated ineligible and your application will receive no further consideration. NOTE: This position requires that the incumbent possess and maintain the following DoD IFSAC or Pro-Board issued certifications. NOTE: For each certification listed, you MUST submit a copy with your application package or you will be rated in-eligible. Firefighter Certifications Required: Firefighter I/II, Fire Officer I, Fire Inspector I/II, Instructor I, HAZMAT Operations and Hazmat Awareness. Department of Defense (DoD) (or reciprocal equivalent), or International Fire Service Accreditation Congress (IFSAC), or National Board of Professional Qualifications (NBPQ). Must possess a current National Register Emergency Medical Technician Paramedic Certifications (NREMTP). NOTE: This position has been identified by Department of Army and approved by the Under Secretary of Defense for Personnel and Readiness as a secondary position for special retirement coverage as identified in 5 CFR 831 Sub-part I for CSRS Retirement coverage and 5 CFR 842 Sub-part H for FERS retirement coverage. Coverage under Special Retirement Coverage is NOT automatic. However, an employee may bring their existing special retirement coverage with them if they meet the transfer requirements below. CSRS - Per CSRS and FERS Handbook, Subchapter 46A, Section 46A3.2-1C - The employee, while covered under the special provision, moves directly (that is, without a break in service exceeding 3 days) from a primary position to a secondary position; and if applicable, the employee has been continuously employed in a secondary position or positions since moving from a rigorous position without a break in service exceeding 3 days.FERS - Per CSRS and FERS Handbook, Subchapter 46B, Section 463.2-1C 1. The employee, while covered under the special provision, moves directly (that is, without a break in service exceeding 3 days) from a rigorous position to a secondary position; 2. The employee has completed 3 years of service in a rigorous position, including any such service during which no FERS deductions were withheld; and 3. If applicable, the employee has been continuously employed in a secondary position or positions since moving from a rigorous position without a break in service exceeding 3 days. NOTES: 1. Service as a temporary or intermittent employee may be counted toward the 3-year requirement if it is otherwise qualifying. (While under an intermittent tour of duty, only actual days worked are counted.) For purposes of applying the 3-year requirement, it does not matter whether the service is actually made creditable by payment of a deposit or whether the service cannot be made creditable. Thus, even post-1998 non-deduction service (which can never be creditable under FERS for the purpose of qualifying for or computing a benefit can be used to meet the 3-year requirement. Also, Federal service under another retirement system for Government employees may be used to meet the 3-year requirement if it is otherwise qualifying. 2. A break in employment in secondary positions that begins with an involuntary separation (not for cause) within the meaning of 5 U.S.C. 8414(b)(21)(A) is continuous for this purpose. In addition to providing the required eligibility documentation listed elsewhere in this job announcement, if you believe you are eligible for Special Retirement Coverage under a secondary position, you must provide sufficient documentation (SF-50s) as indicated above for verification. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is Career Program (CP) 12- Safety and Occupational Health career field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
