The Financial Analyst 3 position is responsible for performing financial analysis and reporting on both a monthly and quarterly basis. In addition, the Financial Analyst is responsible for internal process improvement projects and provides financial analysis and guidance on various business matters, including support for Evolving Grid Projects and Programs. This position serves as a financial expert for Transmission Engineering and Technical Services report development, business reporting, and technical subject matter expert as the senior analyst regarding financial policies. Review project management variance statements to verify that they meet the corporate standard for reporting. Aggregate the overall data collected, calculate performance measurement, and report out. Develop and maintain internal project analysis policies, processes, and procedures. Provide training and guidance in project analysis, forecasting, and variance analysis for newly assigned analysts. Develop training curriculum and materials used for training. Provide monthly financial reporting/tracking and variance analysis for the PfMT and other Transmission Capital and Expense Investment committees. Develop financial work plans for approved business cases that support the quarterly reporting results required for Agency Asset Management. Develop monthly and quarterly financial end-of-year forecasts for Transmission capital and expense projects. Support Program Managers with monthly financial data analysis and other ad hoc requests related to their capital programs. Provide financial analysis and guidance on related Transmission business issues to Executives Develop management reporting tools, such as dashboards, PowerPoints, and spreadsheets that document and communicate the progress of financial and risk-related activities. Validate and review financial and target commitments for business cases prior to submission to the appropriate approval committee. Identify gaps and recommend process improvements on various financial activities and subjects. Technical expert for audit requirements. Communicate report failures immediately to managers and analysts. Perform work order completion analysis based on interpreting FERC, GAAP, and internal audit guidelines. Place capital assets into plant in-service upon project completion, initiating the start of financial depreciation reported and monitored on the balance sheet. Provide financial data to finance, Internal/external auditors, project managers, and management based on target dates, monthly and yearly, observing the financial closing requirements Research, identify, track, and process monthly Transmission accruals, reversals, and re-accruals. Recommend appropriate financial action based on defined Office of Management Budget (OMB) audit policies, economic rules, regulations, policies, and procedures.
