About the Opportunity
Abt has an opportunity available in the IPM team in Vanuatu, for a Finance and Procurement Officer. The position is full time until November 2025. The position will be locally employed; therefore, applicants must have Vanuatu citizenship or residency. Requests for part-time, consultant options will be considered.
The officer will provide oversight on administrative, procurement, accounting and financial support to ensure national-level implementation of the Project. The officer will follow the Asian Development Bank’s (ADB) policies and operating procedures ensuring that funds used in Vanuatu are spent according to Government of Vanuatu and ADB rules to allow enough financial resources for the successful implementation of the project. The officer will report primarily to the Project Director who is the Permanent Secretary for Health, or their delegate at the MOH and the IPM Finance and Procurement Specialist.
The officer will comply with the MOH, Abt Associates and ADB policies on gender, disability, fraud and anti-corruption, HIV and AIDS, child protection and the environment.
Key Requirements
Finance and Procurement Officer
3-5 years’ experience in donor funded project in procurement and financial management;
Recognized graduate level qualification (Bachelor or Masters Degree in Accounting).
Good English language skills (both written and spoken) and Bislama;
Familiarity with working on ADB projects will be an advantage;
Experience working with government departments.
Applicants who have been a public servant in the MOH within the past 12 months are not eligible for this position.
Applicants must have Vanuatu citizenship or residency.
