Job Description

The following are the major tasks for the DEP Fees Administrator position:
Duty 1: Plan for and administer the Department's Fees Program.
A. Represent the needs and requirements of the Fees Program in internal and external meetings.
B. Develop policies and procedures about permit and compliance fee activities in conjunction with the Office of the Comptroller, and the DEP Revenue Unit.
C. Report regularly to the CFO on fee-related issues and initiatives.
D. Support the Commissioner's Program Improvement and Fees Advisory Committee when requested.
E. Plan for the data management needs of the Fees Program in conjunction with EEA-IT, DEP EIO, Data System administrators, Program staff, and Data Managers.
Duty 2: Plan for and coordinate the development and promulgation of Fee Regulations at 310 CMR 4.00.
A. Develop promulgation schedules and fee regulation packages with the Office of General Counsel (OGC) and Program staff.
B. Meet with Bureau, Program, and OGC staff to evaluate program needs and proposed regulation amendments.
C. Prepare background documentation, conduct public hearings, and coordinate the review, approval, and promulgation of proposed regulations.
D. Provide analysis of fee implications of the Commissioner's regulatory reform initiatives in conjunction with Program staff and senior management.
Duty 3: Functionally manage the annual compliance fee (ACF) invoicing process.
A. Provide guidance and supervision to the ACF Coordinator, Revenue Coordinator, Program staff, and Data Managers regarding:
- DEP permit and compliance fee regulations, policy, and procedures;
- QA/QC facility classification and invoice data.
B. Coordinate staff and responsible parties involved in the data extraction and invoicing process.
C. Manage fee appeal review requests and refunds.
D. Provide information and answer questions and concerns on fees from permitted facilities.
Duty 4: Prepare reports and analysis of permit and compliance fee information and issues for senior management.
A. Collect account and program information and prepare Non-Tax Revenue Projections for the Annual DEP Spending Plan.
B. Prepare Annual Report on Timely Action, Fees, and Program Improvements for the Commissioner's review.
C. Provide quarterly reports on revenue collection rates and periodic reports on revenue trends and issues for the CFO.
D. Conduct calculation of quarterly allocation for permit and compliance fees retained revenue account.
E. Prepare other reports and analyses regarding program fees and revenue as requested.
Duty 5: Management and general oversight of all MassDEP Trust accounts.
A. Assist in monitoring set up and winding down trust fund accounts.
B. Monitoring the financial performance of Trust Funds
C. Monitoring the execution of expenditure decisions.
D. Assisting in monitoring compliance in the decisions about where to spend the trust's money.
E. Assist in advisory of spending decisions that align with the trust's specific requirements.
F. Coordinating the communication regarding objections, questions, and legal assistance on utilization of the funds.
G. Keeping up with the inventory and repository of the trust funds including understanding the various interest rates, prospective capital growth, and potential risk.
Duty 6: Oversee or participate in process improvement and data management projects associated with MassDEP Revenue data.
A. Collaborate with MassDEP EIO, Data Managers, Bureau/Program staff, and EEA-IT.
B. Coordinate meetings, planning, and execution of various projects.
C. Coordinate and complete testing and feedback.
D. Example projects include SMS updates, ACF Billing Application updates, the establishment of a Customer Review database, and various PowerBI data projects.
The MassDEP Fees and Trust Funds Manager reports to the agency CFO and is responsible for developing, administering, and tracking, the Department's fees and trust funds.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
