HDR seeks an experienced and driven Federal Proposal Manager to lead pursuitand capture planning activities. The Proposal Manager will lead,coordinate, manage, and facilitate all phases of the proposal process inresponse to federal solicitations. In addition, the Proposal manager willlead proposal efforts in collaboration with program managers, clientmanagers, and other dynamic team members to develop distinctive valuepropositions that enhance HDR's competitive position resulting in thecapture of new contracts
In the role of Federal Proposal Manager, we'll count on you to:Support pursuit teams in creating and implementing effective win strategies(capture planning)Actively manage the proposal process from start to finish; apply marketingbest practices to improve the quality and efficiency of responseEvaluate technical content to ensure RFP requirements and evaluation criteriaare met and the proposal is compliant. Track amendments and clarifications toensure that the final proposal incorporates all required informationFacilitate pursuit teams to develop persuasive proposals and interviewmaterialsDevelop and manage proposal schedules and confirm complianceProvide strategy, storyboarding, message development, production supportpresentations, client briefings, and other internal and external communicationEngage the appropriate marketing and technical services resources in pursuitteamsLead quality reviews of proposal and interview materialsFacilitate debriefs to identify improvement opportunities and to measureoverall competitivenessWork with the proposal team to deconstruct proposal contents and capture thematerial in the firm's database upon submissionTrain and mentor employees on marketing and proposal best practicesArticulate HDR's capabilities and competitive advantages
Preferred RequirementsDemonstrated experience in leading capture planning and proposal activities inthe A/E/C arenaStrong leadership skills with the proven ability to lead proposal teams,execute numerous concurrent tasks, prioritize demands from multipleclients, and meet deadlinesDeep knowledge of the federal A/E/C industry's standard approach to theprocurement of professional servicesDeep understanding and expertise in producing federal proposals and SF330sKnowledgeable in publicly available information sources (sam.gov;GovWin; etc.) to track upcoming opportunities and develop a competitivelandscaStrong interpersonal skills: the ability to work cooperatively with diverseteams and personalities; comfortable working with remote team membersProficient in MS Teams and facilitating virtual meetingsBachelor's degree in a related field or equivalent experienceDemonstrated experience in writing compelling content based on informationfrom technical staffDemonstrated ability to motivate and inspire othersAbility to travel and engage with others in-person
Required Qualifications
