Job Description
The Executive Office of Energy and Environmental Affairs (EOEEA) seeks to protect, preserve, and enhance the Commonwealth's environmental resources while ensuring and promoting a clean energy future for the state's residents. Through the stewardship of open space, protection of environmental resources, and enhancement of clean energy, EOEEA works tirelessly to make Massachusetts a wonderful place to live, work, and raise a family. The Healey-Driscoll Administration created the Federal and Regional Energy Affairs (FREA) office within EOEEA to advance the Commonwealth's clean energy transition through collaboration with state, regional, and federal partners.
EOEEA is accepting resumes and applications for the position of FREA Director. This position will assist the FREA Deputy Secretary and Assistant Secretary with developing, analyzing, and implementing strategies and initiatives in connection with interstate coordination and collaboration with state, regional, and federal partners to advance the Commonwealth's clean energy transition.

Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. EOEEA serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.
Secretariat Overview
EOEEA provides oversight of the Commonwealth's energy and environmental agencies, namely, the Division of Energy Resources (DOER), Department of Public Utilities (DPU), Department of Environmental Protection (DEP), Department of Conservation and Recreation (DCR), Department of Fish and Game (DFG), and Department of Agricultural Resources (DAR). EOEEA also has divisions within the Secretariat, including the Office of Law Enforcement (OLE or Massachusetts Environmental Police), Massachusetts Environmental Policy Act (MEPA) office, Coastal Zone Management (CZM) office, and Division of Conservation Services (DCS). All agencies and divisions promote the environmental or energy related goals and initiatives of the Administration and the Secretary of EOEEA.
Detailed Statement of Duties and Responsibilities
Working in close coordination with the FREA Deputy Secretary and Assistant Secretary, the FREA Director's duties and responsibilities will include:
• Managing federal, multi-state, and regional efforts vital to the Commonwealth's clean energy transition, including acceleration of well-planned transmission investment to integrate offshore wind and other clean energy resources and modernization of New England's wholesale electricity markets to support achievement of clean energy and decarbonization laws while maintaining system reliability and affordability.
• Analyzing and developing recommendations and strategies relating to ISO New England (ISO-NE) wholesale market rule, system planning, and operations reforms and studies, including their potential impact on achieving the Commonwealth's clean energy and decarbonization requirements.
• Assisting with efforts to pursue federal funding opportunities and access to federal tax incentives to support the deployment of clean energy resources.
• As needed, developing communications and filings with the Federal Energy Regulatory Commission (FERC), U.S. Department of Energy (DOE), ISO-NE, and other agencies and organizations.
• Developing briefing materials and presentations and working with the communications team to respond to press inquiries and draft press releases and other materials to maximize FREA messaging opportunities.
• Participating, and supporting the participation of other FREA staff, in conferences, webinars, and other events.
• Engaging with stakeholders and the public on FREA's state, regional, and federal efforts.
Experience in regional transmission planning, including an understanding of mechanisms to enhance transmission planning and multi-state collaboration, is preferred. An understanding of the Commonwealth's current mechanisms for procuring large-scale clean energy resources and recent clean energy procurements under Sections 83C and 83D of the Green Communities Act is also preferred.
Prior experience working with state and federal governments, elected officials and staff, and regional organizations, such as the New England States Committee on Electricity (NESCOE), ISO-NE, and the New England Power Pool (NEPOOL) is a plus. The FREA Director must be an effective communicator, with strong written and verbal skills and an eagerness to advance the Commonwealth's clean energy transition. A person successful in this position will strive to approach challenges with openness, creativity, and positivity. The FREA Director will be a self-starter who stays on top of assignments and can work well independently as well as within a team environment. The FREA Director must demonstrate an ability to be collaborative and to foster strong relationships with state, regional, and federal partners.
In addition, the FREA Director must possess -
• Awareness of current events, news, and emerging public policy changes in Massachusetts, across the New England region, other system planning regions, and in Washington, D.C.
• Ability to convey complex energy, climate, markets and transmission-related topics, issues, and data to a wide variety of audiences
• Proactive, resourceful, and pragmatic problem-solving skills and the ability to take initiative to identify and solve problems using available resources
• Ability to prepare clear and concise communications materials for internal and external use (e.g., memos, letters, presentations, e-mail correspondence, press releases)
• Knowledge of and familiarity with state and federal government administrative, legislative, and political processes
• Proficiency with Microsoft Office software including Word, Excel, PowerPoint, and Teams
• Public speaking experience
• An ability to travel, as needed
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
