Responsibilities SUMMARY OF DUTIES: Plans, markets, implements and monitors all aspects of the Family Member Employment Assistance Program (FMEAP). Responsible for identifying job vacancies in the local vicinity by contacting federal, state, county, city, and private industry offices. Ensures that all job vacancies are posted on the FSC Job Board and in other various locations aboard the military base. Registers clients in the FMEAP by instructing clients to complete data intake application forms. Conducts intake interviews with each client to assess and document client files regarding their work experience, education, general and specific occupational knowledge, skills and abilities (KSA's) and to determine areas of work in which clients desire to search local job opportunities. Counsels clients regarding job search methods, transferable skills to alternative career paths, interview skills and techniques, negotiating salaries, and other job related issues, during all phases of their job search. Instructs clients on how to prepare a personal resume and review completed resumes/employment applications, offering constructive feedback, as well as providing assistance in making client requested changes. Offers assistance in clerical and computer training to interested clients. For each employer vacancy, client informational data profiles records are searched and reviewed to find qualified candidates and offer job referrals. When client KSA's match employer specified needs, all eligible clients are individually contacted and offered referrals. All referrals are accepted by clients, require appropriate forms and instructions be generated for client pick-up. Client intake data forms are annotated and updated each time a contact is made and files are maintained for a minimum of 3 months. Follow-up is conducted for all referrals accepted and general follow-up of client status is done periodically throughout the 3 month period. Monitors and supplies statistical data to the M&FS Director on effectiveness of referral service in terms of number of people placed and position vacancies, along with dollar amounts of annual wages generated to augment military family household incomes. Organizes and conducts monthly workshops targeted toward family members for self-directed job search methods, area enhancement and self improvement. Responsible to back-up the Career Resource Program Manager as needed and in the event of his/her absence. This includes requirement to oversee the Career Resource Management Center (CRMC) computer lab, conduct scheduled monthly workshops, facilitate monthly briefs, coordinate annual job fairs, supervise subordinate and process budget and administrative items, when CRMC manager is not present. Plans, develops and conducts special events, programs and/or seminars targeted towards military spouses/family members for self-directed job search methods, career enhancement, self improvement, and spousal support in the area of employment. Prepares and develops written educational materials, course objectives and course outlines for all workshops, presentations and for client use. Facilitates seminars and conferences to include making presentations to individuals for job searching and volunteer opportunities. Liaisons and schedules support personnel necessary to conduct workshops. Develops networking strategies and maintains liaison with all local employers registered in the program, local employment agencies, Navy/Marine Corps Relief Society, Spouse Support Groups, Youth Center, American Red Cross and any other similar group, in order to provide career information and assist family members seeking employment/volunteer positions. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Acknowledges customers, smiles and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when problems arise. Performs other related duties as assigned. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications MINIMUM QUALIFICATIONS: A basic knowledge gained through a baccalaureate program such as education, counseling, human resources, or business; or equivalent experience which provides a high degree or analytical skills, familiarity with job placement assistance, personnel staffing, and strong interpersonal communication skills. Ability to communicate effectively orally and in writing. The skill level for oral communication will require effective individual and group communication skills, effective presentations skills, at briefings, training workshops, and seminars. Written communications will require the ability to compose training materials and prepare correspondence in final format. Knowledge of hiring practices of local employers to counsel clients on conditions of employment, career opportunities, and trends in local labor market demands. Knowledge of diverse occupations and employers in the Yuma geographic area to match applicant¿s skills with available job openings. Knowledge of basic counseling and interviewing techniques, adult learning and training principals, and computers. Skill in assessing military experience, training and education, to convert military terminology into civilian labor terminology.
