Summary This position serves as a Facility Operations Specialist in the Maintenance Operations section in the Facilities Management Service. Responsibilities As Facility Operations Specialist, you will: Administer all contracts to operate and maintain the facility Serve as Contracting Officers' Representative on all maintenance and service contracts that support the facility Establish and implement operating procedures and policies in accordance with established objectives, schedules and program funds Plan and implement energy upgrades to reduce power consumption while meeting necessary power requirements Determine the priority for the maintenance, repair and improvement of all buildings; Modify plans as required to respond to changing and unpredictable demands for services and the need for unscheduled maintenance due to worn and overtaxed facilities Responsible for the evaluation of the effectiveness and efficiency and attainment of program goals, objectives, and compliance; maintain compliance with VA criteria and all applicable codes and requirements as pertains to preventive maintenance on all building systems and building service equipment Write or review specifications for the maintenance or repair of facilities to include the description of materials and work methods to be followed; Determines the priority of the work to be accomplished, advises maintenance personnel on the required repairs, supervises the work being performed to include inspection and acceptance of the completed work Work Schedule: Monday through Friday, 0730-1600 with possible Saturday rotation Virtual: This is not a virtual position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirement - You must meet one of the following criteria: Undergraduate/Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. -OR General Experience: Experience that provided a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment. -OR Specialized Experience: Qualifying specialized experience is: 1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; 2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; OR 3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project In addition to the Basic Requirement above, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes: Applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan; Oversee and implement a program involving the identification and resolution of difficult issues or problems; and Preparing budgets based on plans for maintenance, repair work, new construction, alteration projects, replacement of existing equipment, or increase in services. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You will be rated on the following Competencies for this position: Administration and Management Contracting/Procurement Customer Service Planning and Evaluating Project Management Quality Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mainly sedentary, but may require some walking in offices, production areas, utility plants, food service facilities, laboratories, and work areas. Some employees may carry light items such as briefcases, notebooks, work papers, and test equipment or drive a motor vehicle. The work does not require any special physical effort or ability. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
