Location
Work will be performed at the consultant's home location, with travel and an estimated 2—3 weeks of in-country data collection in Abidjan, Cote d'Ivoire. Candidates that are based in Cote d'Ivoire are encouraged to apply.
What will you do?
Bixal is seeking an Evaluation Team Leader for an endline performance evaluation of a public financial management (PFM) technical assistance program. The work location will be the consultant’s home base and will require brief travel to Cote d’Ivoire.
The team leader will lead the evaluation team and will have expertise in conducting international evaluations of public financial management programs. Primary responsibilities include overseeing the design and execution of the evaluation, assigning team members to review technical documents and reports, overseeing the in-person data collection, leading the analysis and report writing for all reports, and developing presentations to disseminate findings to the client.
The Team Leader will be responsible for the technical direction and management of this end line evaluation. This evaluation is intended to examine what aspects of the program worked well, which did not work well, and lessons learned to inform potential future projects.
Important note
This position is a short-term consulting role beginning in December 2023, and is a proposal position, contingent on contract award. The anticipated period of performance is 4 – 6 months.
ResponsabilitiesLead the evaluation team in the development of the evaluation design, methodologies, data collection tools, and data analysis approach. Draft evaluation inception report, outlining the methodology, limitations, schedule, and all other elements of the evaluation plan using a template and guidance from Bixal. Oversee the day-to-day management of evaluation activities in Abidjan, Cote d’Ivoire. Ensure evaluation team members complete notes from qualitative data collection (e.g., interview notes) and that interview transcripts are transcribed and translated in a timely fashion.Populate a working findings, conclusions, and recommendations (FCR) matrix on weekly basis throughout data collection, developing a final FCR matrix after data analysis conclusions. Cultivate and maintain a positive working environment within the evaluation team. Coordinate with the evaluation team and Bixal home office staff to ensure a high-quality evaluation design and rigorous data collection and analysis processes. Develop evaluation data analysis plan and oversee/execute any quantitative or qualitative analysis process, including coaching/training team members on analytical processes. Lead drafting of evaluation report using a template and guidance from Bixal. Coordinate inputs from other evaluation team members, as appropriate. Present evaluation findings to donor and client staff using a template and guidance from Bixal.
QualificationsMaster’s degree or higher in related field, such as international development, economics, or public financial management. Demonstrated previous experience as a Team Leader on at least two evaluations with similar scope and complexity. Strong experience and knowledge in quantitative and qualitative research, data analysis, and data management. Minimum of 7 years of experience conducting mixed-methods evaluations.Fluency in English and French, along with strong written communication skills.Demonstrated experience writing effective evaluation reports and delivering presentations. Strong management and people skills. Solution-oriented and nice person to work with. Exceptional organizational abilities and verbal and written communication skills.
Nice to havesExperience conducting evaluations in Cote d’Ivoire is highly preferred.Understanding of revenue policy and administration.Experience devising robust monitoring and evaluation tools to measure the progress of technical assistance projects in developing countries.
