  Description of Work Unit

  Colorado State University’s Center for Environmental Management of Military Lands ( CEMML )is a research, education and service unit within the Warner College of Natural Resources at CSU . CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense ( DOD ) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship.   Position Summary

  An Environmental Analyst – National Environmental Policy Act ( NEPA ) and Environmental Baseline Survey ( EBS ) position is available with Colorado State University’s Center for Environmental Management of Military Lands ( CEMML ). This position will provide technical expertise to the Air National Guard Readiness Center ( ANGRC ) NEPA Program Office at Joint Base Andrews, Maryland.

  This position’s primary responsibility will be to provide technical expertise and support to the EBS Program. They provide environmental expertise, analysis, and technical review. The Environmental Analyst – NEPA / EBS will be responsible for interpreting information within EBS documents and ensuring compliance with applicable regulations and guidance, including Air Force Instruction ( AFI ) 32-7020. They will also coordinate with General Counsel on legal sufficiency of contracted documents.

  The Environmental Analyst – NEPA / EBS will provide support to ANG installations in scoping contract or developing in-house EBS in accordance with appropriate laws and regulations. They will participate in Real Property Tabletop briefings to help ascertain the level, if any, of Environmental Baseline Survey documentation required for Real Property transactions. They will edit and update Real Property Tabletop Memoranda for Record.

  Secondary duties may include administering and providing technical support for NEPA requests submitted by ANG installations to the NEPA Program’s Virtual Environmental Management Office ( VEMO ). Requests include support for Environmental Impact Analysis Process ( EIAP ), Categorical Exclusion (CatEx), Environmental Assessment (EA), and Environmental Impact Statement ( EIS ) documents. The Environmental Analyst – NEPA / EBS will review VEMO requests, update documents, evaluate project needs and alternatives, assess compliance needs, and address requests in a timely manner.

  The ideal candidate for this position is a motivated self-starter who readily takes on responsibility and new tasks. The selected candidate will be responsible for coordinating with the EBS Program Manager, ANGRC staff, personnel at more than 160 ANG installations, contractors, SMEs, and others. They must possess a thorough understanding of the resource types considered within NEPA and of military mission-related considerations. Demonstrated ability of scientific writing and excellent communication skills are required.

  This position is full-time (40 hours/week). Overnight travel may be required.

  This position has hybrid or full remote potential, but preference will be given to candidates who are able to regularly report to the ANGRC at Joint Base Andrews, Maryland.

  Relocation expenses are not available.

  Required Job Qualifications

  Bachelor’s degree in Environmental Planning, Natural Resources Management, or related field.

  Five or more years of technical experience with environmental planning/analysis, NEPA , and/or Air Force Instruction (or equivalent).

  Proven experience writing, editing, and reviewing environmental documents.

  Demonstrated technical writing ability, clear communication skills, and attention to detail.

  Ability to work both independently and collaboratively to accomplish assigned tasks and meet project schedules.

  A thorough understanding of most standard computer programs, as well as proficiency in database management and SharePoint systems.

  Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

  The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

  Preferred Job Qualifications

  Master’s degree or higher in Environmental Planning, Natural Resources Management, or related field.

  Direct experience working with Air Force instructions, directives, guidance, and processes related to NEPA , EIAP and Environmental Baseline Surveys, such as 32 CFR Part 989 and AFI 32-7020.

  Prior experience with ANG Virtual Environmental Management Office ( VEMO ), Air Force eDash, and other DoD database management systems.

  Experience at or above the GS-12 equivalent.

  Demonstrated experience working on airspace issues, FAA NEPA implementation, and airspace modeling.

  Experience reviewing proposed actions within Restricted Areas, Military Operations Areas, Air Traffic Control Airspace, and Military Training Routes.

  Experience preparing Test and Training Space Needs Statements.

  Project management and/or process management certification (e.g. PMP , Learn Six Sigma, etc.)

  Demonstrated experience completing the complete NEPA process from initial scoping and project planning to ROD / FONSI and conclusion, with little to no supervision.
