Job Description
The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, safe drinking water, the safe management of toxics, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the restoration and preservation of wetlands, surface waters and coastal resources.
MassDEP seeks applicants for the position of Environmental Analyst IV - Drinking Water Program within the Bureau of Water Resources in the Boston office. Under the general supervision of the Program Director of the Drinking Water Program and the Capacity Development Program Coordinator, the candidate selected will manage the Emerging Contaminants for Small or Disadvantaged Communities grant for the Drinking Water Program.
Specific duties for this position include, but are not limited to, the following:
• Develop materials related to Interdepartmental Service Agreement (ISA)/Request for Responses (RFR)ISA/RFR for DWP
• Establish and maintain contact with ISA recipients
• Oversee work conducted by ISA recipients
• Develop and provide all necessary materials for grantees and DEP
• Receive proposals and distribute to review committee
• Schedule and manage review meetings
• Secure all necessary contract documents and work with other MassDEP programs to assemble and finalize.
• Review and make recommendations for scope and budget amendments. Prepare and finalize documents once approved.
• Provide Notice to Proceed, reporting materials, administrative and technical support as needed.
• Contact grantees to remind them of quarterly reporting deadlines, end of year invoicing, and other deliverables
• Review and approve quarterly reports, deliverables, troubleshoot as necessary.
• Review and approve draft and final reports and deliverables and ensure that final deliverables are consistent with scope of work.
• Ensure that match and affirmative action documentation is completed.
• Maintain program files.
• Keep supervisor(s) informed in advance of deadlines to be met, and flag any issues that may delay or prevent meeting timelines.
• Ensure all applicable MassDEP, state and federal administrative procedures are followed.
Preferred Qualifications at Hire:
• Knowledge and experience with managing the various aspects of grant programs.
• Knowledge of Massachusetts drinking water regulations, 310 CMR 22.00, and guidelines for public drinking water.
• Knowledge of safe drinking water and public health protection principles.
• Knowledge of the principles of project management and ability to successfully multi-task.
• Experience developing or reviewing regulatory, policy, or guidance documents, preferred.
• Ability to communicate effectively in written/oral forms, including professional correspondence, general and technical report drafting and editing, presentation preparation and delivery, etc. to successfully convey issues to internal and external audiences.
• Ability to represent the Drinking Water Program on state, regional and national advisory and work groups and ability to articulate state priorities and issues.
• Ability to exercise tactful negotiation and problem-solving skills to resolve conflict among a broad range of constituents with competing interests.
• Computer proficiency with Microsoft Office suite and on-line communication and collaboration platforms (e.g., Microsoft Teams, Zoom, etc.).
• Experience with preparing and delivering outreach and training materials.
• Experience writing reports for various audiences, including senior management, legislators, etc.
• Ability to work successfully in a hybrid remote/in-person work environment.
• Excellent written and oral communication skills.
• Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License or its equivalent.
Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.
Substitutions:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.
III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
