The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. Working in the MassDEP's Bureau of Waste Site Cleanup Division of Policy & Program Development (PPD), this position will support the work of the unit, including tracking and compiling information related to release sources, impacts, and assessment and mitigation activities related to per- and polyfluoroalkyl substances (PFAS) sites for use by program and Department, producing content for routine PFAS reporting, conducting data analysis, and assisting with legislative and regulatory review efforts. This position also will assist the BWSC Audits & Enforcement Coordinator with conducting data analysis of compliance metrics under the Massachusetts Contingency Plan (MCP), developing and maintaining reports for use by regional audit staff, and identifying non-compliance trends, and support other Bureau project work under the state and federal sites program and regulatory, policy, guidance and training development, outreach and implementation.
Major duties and responsibilities for this position include, but are not limited to:
• Tracking and compiling PFAS site work, release sources and impacts information for use by program and Department.
• Producing content for PFAS monthly report.
• Assisting with regulatory and legislation review efforts related to PFAS.
• Conducting data analysis of compliance metrics under the MCP and identifying compliance trends and issues requiring program training, compliance assistance and/or enforcement training.
• Tracking audit results.
• Developing and maintaining reports for use by regional audit staff.
• Supporting Bureau project work under the state and federal sites program.
• Supporting BWSC Program regulatory, policy, guidance and training development, outreach and implementation.
Additional duties and responsibilities in PPD in support of BWSC regulatory, policy and guidance projects, include, but are not limited to:
• Exercising sound judgment in performing professional environmental sciences work on technical, policy, and enforcement issues.
• Maintaining a high level of knowledge, understanding, and interpretation of State and Federal Laws, regulations, policies, and guidance related to site assessment and cleanup.
• Maintaining a high degree of technical proficiency in the field of oil and hazardous material assessment and cleanup.
• Working collaboratively with internal and external project stakeholders (i.e. MassDEP regional or other bureau staff, EPA, environmental consultants, other state and federal agencies) as necessary.
Qualifications Required are as follows:
• Knowledge of Massachusetts' waste site cleanup program (MGL c. 21E and the MCP).
• Familiarity with PFAS environmental issues, and regulatory framework and response action requirements relevant to addressing PFAS sites.
• Familiarity with Activity and Use Limitations, Active Exposure Pathway Mitigation Measures, and MCP timelines.
• Familiarity with MCP guidance documents and fact sheets
• Experience and proficiency in waste site cleanup activities including site investigation and characterization, data evaluation, human health and ecologicalsk assessment, remedial alternative development and evaluation, remedy implementation, or long-term monitoring.
Experience working collaboratively with professional teams, including people from multiple disciplines to meet project objective and resolve issues.Excellent written and verbal communication skills, including experience giving presentations. Ability and experience using various computer applications to evaluate data and present evaluation findings in tables, charts, and text form, including use of MS Office tools. Ability to analyze and manage large data sets using various database software.Ability to adjust to varying or changing situations to meet changing program requirements.Ability to exercise discretion in handling confidential information.Ability to exercise sound judgment.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
