Description
Reporting to the Deputy Chief Engineer, the Chief of Operations is responsible for the following units: Engineering Financial Services; Estimating and Value Engineering unit, Virtual Design & Construction unit, Alternate Project Delivery unit, Business Strategies & Operation unit, and the Engineering Solutions unit. The roles and responsibilities for this position include the direct supervision and management of 40-50 permanent staff as well as oversight of all consultant staff.
Responsibilities:
Responsibilities include but are not limited to the following:
Consultant and Capital Program Oversight:Provide oversight of the division consultant program professional and technical criteria, RFP selection and evaluation process, the award of call-in task orders, consultant performance evaluations, and meeting M/WBE consultant program goals.Manage consultant agreements totaling approximately $250+M and issues of resolutions for the Engineering department and liaison with the Procurement and the Comptroller Departments;Collaborate and work closely with the Project Delivery, Construction and Design Divisions to develop required project costs, and schedules for over 300 projects for the lifecycle of a project;
Oversee the development and implementation of Engineering Department standardized project performance metrics, processes, and procedures to monitor project progress and support project delivery.Oversee the Estimating unit which is responsible for the review and approval of Construction Cost Estimates, Life Cycle Cost Analysis, management of the Value Engineering Program, and the preparation and administration of property breakdown reports used for asset classification.
Engineering Technology Management:Provide oversight of Engineering Technology including the delivery of highly capable technology support, manage and administer applications, new workflows design, and maintenance of existing systems; liaison with the Technology Department;Oversee the BIM/CADD support throughout the Agency; promote the expansion of Building Information Technologies, support enterprise asset management, manage repositories of BIM and CADD Files
Administration and Resource Management:Oversight of the administration of the Division consisting of 40-50 diverse professional and technical design staff. This includes departmental budget preparation, budget control, staff recruitment, training, professional development, promotions, salary administration, succession planning, performance management, and updating the division's procedural manuals. Development and management of the engineering department's annual Capital & Operating Budget and forecasting of approximately $1.8B, working closely with Engineering Departments Division Heads; Construction, Design, Quality Assurance, Project Delivery, and Asset Management; and monitoring department overtime utilization and staff utilization.Provide oversight of the Engineering Departments and Operations Division policies, standards, manuals, processes and procedures.Oversee the administration of Content Management; Engineering projects and collaborative and website (Livelink and SharePoint); Security Management; review and manage the department NDAs, training of staff, manage the electronic repository, and engineering files.
Qualifications:
Candidates must present the following qualifications to be considered eligible for this position:
Degree in Engineering or Architecture from an accredited college or universityDemonstrated knowledge of Engineering management and operations best practices, A minimum of 15 years of project management, experience. Experience should include work on project controls and/or management of projects of varying size and complexity. Strong leadership abilities and skills as demonstrated by creating a productive, motivated, and responsive environment among staff.Strong conceptualization, problem-solving, and decision-making skills as evidenced by experience in directing conceptual design and design development of large-scale transportation programs and projects.Experience coordinating and implementing policies, standards, processes, procedures, and guidelines.Extensive experience in managing and influencing diverse work groups, project teams and internal stakeholders. Excellent organizational and communication (oral and written) skills with the ability to present technical information to management and stakeholders.Licensed to practice Engineering or Architecture in NY & NJ
