Executive Office of Housing and Livable Communities (EOHLC) is seeking an Employee Services Manager in the Division of Administration!
AGENCY MISSION:
The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.
Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.
OVERVIEW OF ROLE (NOT ALL INCLUSIVE):
The Employee Services Manager is a key management position within the Human Resources unit and serves as the agency Diversity Officer, ADA Coordinator, Training Director, Secretariat Learning Administrator for MassAchieve, Domestic Violence (DV) Coordinator and Performance Recognition Program (PRP) Coordinator. Additionally, the incumbent collaborates with the HR Operations and Performance Manager to co-manage the performance appraisal systems and classification. This position reports directly to the Secretariat HR Officer and will work closely with the Employee Relations Manager. This is a hybrid position which is a combination of work performed in office and telework.
DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):
1) Diversity Officer:
• Oversees compliance of Executive Order #592 and state and federal employment laws.
• Manages the creation and implementation of the EOHLC Affirmative Action (AA) plan, including developing and managing affirmative action/equal opportunity programs, preparing quarterly and annual affirmative action reports.
• Reviews and recommends HR policies, practices, and programs, including those related to recruitment, hiring, onboarding, performance management, retention, to ensure compliance.
• Assists the Secretariat HR Officer/Diversity Director in drafting the Secretariat annual AA narrative, Diversity plan, Quarterly AA reports, AA and Diversity plan progress reports.
• Provides guidance and direction to departmental managers and supervisors regarding hiring, on-boarding, and performance management.
• Coordinates the collection and analysis of quantitative and qualitative data and conducts analysis to inform DEIA related gaps and identify opportunities for improvement.
• Assist the HR Secretariat with designing and implementing a Diversity, Equity, Inclusion, and Access (DEIA) strategy by identifying key opportunities, gaps, and driving vision/strategy throughout the Secretariat.
• Develop DEI learning programs by assessing learning needs across the Secretariat and assist in related curriculum development and training delivery. Oversee DEI content and communications on the intranet and other communication platforms.
• Partner closely with the Senior HR Business Partner to manage civil rights complaints and collaborate with the Center of Expertise (COE) to handle internal investigations.
2) Secretariat Training Director:
• Assesses current training needs across EOHLC. Through a partnership with the EOHHS Center for Staff Development and the Human Resources Division Learning & Development Unit, coordinates training opportunities and access to professional development.
• Manages LinkedIn Learning licenses for managers through report generation.
3) Secretariat Learning Management System Administrator for MassAchieve:
• Including generating reports, monitoring compliance and providing customer service.
4) Agency ADA Coordinator:
• In accordance with the ADA and Section 504 of the Rehabilitation Act 0f 1973, working with employees and their managers to ensure confidential and timely provision of reasonable accommodations (RA) as well as maintaining HR/CMS reporting of RAs.
5) Agency Domestic Violence Coordinator:
• Ensure confidential and timely assistance to employees.in compliance with EO #491.
6) Co-coordinate with the HR Operations and Performance Manager:
• Provide back-up assistance to HR Operations and Performance Manager on reviewing job descriptions for jobs being posted.
7) Agency PRP Coordinator:
• Serve as Secretariat coordinator for the Performance Recognition Program with the Human Resources Division.
8) Payroll/Employment/Staffing:
• As needed, provide guidance and coverage for payroll and/or employment and staffing work which includes posting jobs, screening resumes for minimum entrance requirements, preparing offer letters, and reviewing interview questions.
9) Create and lead Diversity, Equity, and Inclusion (DEI) Committee:
• Lead DEI committee regular meetings on a monthly basis.
PREFERRED QUALIFICATIONS:
1. Demonstrated working knowledge of federal/state laws, rules, regulations, policies, procedures governing the Office of Diversity's operations, including demonstrated solid knowledge of Massachusetts and federal employment laws and regulations.
2. Knowledge and understanding of the Americans with Disabilities Act.
3. Demonstrated ability to communicate effectively in written and oral expression.
4. Knowledge and understanding of employee relations including familiarity with the content and interpretation of the various collective bargaining unit agreements affecting agency employees.
5. Knowledge of human resources laws, rules, regulations, policies, procedures and practices.
6. Knowledge of the principles and practices of management including planning, organization, implementation, decision-making and strategic thinking.
7. Ability to work in a fast-paced work environment with the ability to multi-task.
8. Ability to work with diverse individuals and groups.
9. Excellent communication skills, both orally and written.
10. Ability to direct groups and oversee progress of ongoing activities.
11. Knowledge of the techniques of conducting employee performance evaluations.
12. Ability to organize the work by establishing operating and/or reporting relationships and by assigning the work accordingly through coordinated efforts of others in accomplishing assigned work objectives.
13. Experience with Taleo applications such as MassCareers is preferred, but not required.
14. At least intermediate proficiency with Microsoft Office using Word, Excel, Visio and Access.
15. Experience with PeopleSoft applications is preferred but not required.
16. Strong attention to detail and organization skills.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.
Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.
Education, licensure and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines. Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
