GS-9: $68,405 - $88,926 GS-7: $55,924 - $72,703 Responsibilities You will support the specification of requirements, the development of systems or software, the transition of the systems or software to operations, and other operations. You will participate in the processing of algorithms to improve the quality of, or extract relevant parameters from, raw data and analysis of algorithms in order to extract relevant information from processed data in support of the mission area. You will will participate in a wide variety of communications techniques. You will perform a wide variety of research with the goal of contributing toward DoD related problems of current interest. Requirements Conditions of Employment Qualifications GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge in a wide range of technical methods, principles, requirements, work techniques, and practices in electronics. Experience applying skills in standardized, analytical and evaluative methods and techniques sufficient to advise on or resolve difficult but well precedented, factual, procedural, or recurring issues. Experience performing installation, maintenance, operation, and testing duties. Experience employing unique and specially designed instruments. GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a practical knowledge of and skill in an extensive body of standard procedures or operations requiring extended training. Experience applying technical methods and practices within an area of specialization sufficient to select the most efficient methods and procedures. Experience carrying out standard procedures based on assignments. Experience using, adapting, and adjusting equipment for optimum operation. Experience interpreting plans and specifications. Experience inspecting and testing a variety of equipment and materials. Experience recognizing and reporting errors, inconsistencies, and other deficiencies in technical data. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education BASIC EDUCATION REQUIREMENT: (A) Successfully completed a bachelor's degree or higher in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET(https://www.abet.org/)); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR (B) A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above). Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. *NOTE: College Transcripts from an accredited University MUST be submitted to show proof the applicant meets ALL education requirements e.g., Basic. Additional Information This position is covered by the Department of Defense Priority Placement Program. This announcement uses the Post-Secondary Students and Recent Graduates direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. Must be able to travel for long periods of time, and may be deployed to observatories or other sites around the world. Must be able to travel to sites and duties within the U.S. Naval Observatory which may require occasional exposure to altitudes up to 14,000 feet and temperatures as low as 10 degrees F. Vacancies filled from this announcement may be filled at any grade level listed. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.
