Job Summary

This position will manage the assigned areas of Colorado Works, Colorado Child Care Assistance Programs, Workforce, and the Support Services Team, along with companion DHS programs, to include the eligibility and navigation services for these programs. The position presents the opportunity for partnership and collaboration with Community Programs and Services that support Self-Sufficiency, and other community organizations – promoting collaboration, process integration, and continuity of services for eligible community members. The position works alongside a peer group of one other division manager within the Family Services Area, and two within the Adult Services Area; creating a strong internal network of collaboration and support.
Hiring Range:$90,000.00 - $94,000.00annually
(salary to be commensurate with qualifications)
This position has an anticipated work schedule of Monday – Friday, 8:00am – 5:00pm with a need to be flexible, subject to change. Under FLSA guidelines, this position is exempt.
Provides leadership, oversight, evaluation, and management for single or multiple function State/Federal benefit programs and other areas as assigned. May also be responsible for offsite office locations and community co-located locations that support one or more of these program functions. Ensures compliance with all Federal, State, and County rules and regulations. Works closely with Department of Human Services (DHS) staff and community stakeholders and understands and promotes the vision and mission of El Paso County DHS.
Essential Duties/Responsibilities
Manages the daily operations of assigned functional area(s) and aligns operations with the mission and vision of the agency. Responsible for planning, development, evaluation, and revision of the area assigned. Conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process.
Provides guidance and training to employees. Determines ongoing training needs of staff; develops competencies and evaluation tools to measure training effectiveness.
Interprets, communicates, and implements rules, policies, procedures, and regulations of assigned program area. Understands, interprets, and applies management principles and County policies and procedures.
Recommends operational and program improvements to accommodate changes in mission and operational demands.
In collaboration with the Quality and Development Services Division, implements modifications and process improvements to ensure peak program performance and compliance.
Collects process and performance data; analyzes data and processes, and implements appropriate business process modifications to improve outcomes, working within available agency resources and all applicable Federal, State and County rules and regulations.
Makes public presentations related to areas of management in the form of training, public speaking, presentations in front of the Board of County Commissioners (BOCC), and/or working with the media.
Coordinates and communicates with administration, other managers, staff, clients, other County agencies, State agencies, and the public.
Participates in agency functions. Attends meetings in the agency, community and State and national level.
Develops and manages special projects.
Assists with monitoring program expenditures in relation to approved budget. Analyzes, approves, and routes financial requests.
Authorizes expenditures and other requests for financial assistance to clients.
May serve as County Liaison on a variety of committees as requested.
Performs other duties as required.
Qualifications
Knowledge, Skills, and Abilities:
Knowledge of protective services and public assistance rules, regulations, protocol, and procedures. Knowledge of community assistance resources and agencies.
Working knowledge in benefits systems, such as Colorado Benefits Management System (CBMS) and/or Child Care Automated Tracking System (CHATS) and in all relevant program policy.
Ability to communicate and work effectively with co-workers, other agencies, elected officials, vendors, and the public.
Ability to lead and train others; ability to objectively review the performance of others.
Ability to effectively plan, schedule, and organize.
Ability to assess situations and make prudent decisions; ability to effectively apply conflict resolution and problem-solving skills.
Ability to develop and implement new and innovative plans and strategies as the division's needs and focus change.
Ability to effectively use standard office equipment, including computer, fax machine, copier, and telephone. Proficiency with Microsoft Office programs including Word, Excel, and PowerPoint.
Maintain regular and punctual attendance.
Required Education and Experience:
High school diploma or equivalent education.
Minimum five years of full-time experience with human services programs.
Preferred Education and Experience:
Bachelor's degree in a field related to the assignment.
One year of supervisory or management experience.
Licenses/Certificates:
Must possess and maintain a valid driver's license.Pre-Employment Requirements:
Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.Work Conditions
Duties are primarily performed in a high-volume office and remote work environment dependent on business needs; some local and non-local travel may be required. May require weekend and evening hours.
