The Houston Police Department’s Grants Unit manages approximately $80M in federal, state, and foundation grants awarded for its law enforcement and community engagement operations. The ideal candidate will supervise, plan, coordinate, and monitor the implementation of HPD’s grants to ensure compliance with programmatic and fiscal requirements; research and identify grant sources and provide technical assistance in the writing and review of grant proposals. In addition, the ideal candidate will develop various management reports and serve as the primary liaison to effectively manage grant awards, financial policies and reporting, procedures, and systems.
RESPONSIBILITIES:
Compiles necessary information for the grant application process through collaboration with other employees, divisions, database research, and other fact-finding actions and meetings.
Manages, trains, develops, counsels and evaluates staff performance.
Assists in the design and implementation of special systems, plans and projects.
Establishes policies, procedures, guidelines and project schedules.
Researches, reviews and evaluates new data, reports, products and other information.
Acts as liaison to other departments, government agencies and private sector.
Establish review meetings with HPD divisions. Ensure timely submission of grant applications and financial reports.
Assists departments and general public in obtaining and explaining technical and non-technical information.
Develops and interprets codes, ordinances and specifications.
Drafts and reviews proposed contracts, correspondence, letters of agreements and amendments.
Develops and maintains master files on grants and paperwork connected to programs funded by grants.
Provides technical advice, consultation and support to departments and other agencies and groups.
Coordinates, prepares, and evaluates financial and management reports - such as progress reports, status reports, and budget reviews.
Excellent verbal and written communication skills.

MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in supervisory capacity.
A Master’s degree in Business Administration, Public Administration or a field closely related to the activities of the division maybe substituted for two years of experience.
Directly related professional experience maybe substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
