Responsibilities As a principal advisor to the Assistant Administrator for Response, the incumbent provides a high degree of executive level program coordination and control in the analysis of emerging threats, ongoing and future operations, development and testing of agency plans aimed at strengthening the security and resilience of the United States, and ensuring the readiness of the response enterprise. The incumbent coordinates deliberate and crisis-action planning among the Federal and other whole community partners for the response to potential or actual all-hazards incidents, and supports development of a national and regional plans to advance national preparedness. Provides advice on highly complex or controversial program matters and analyzes and determines national program assumptions, goals, and strategies related to response operations in assigned areas. Provides alternatives and strategies to anticipate and address problems and assess potential impact on current or future operations including guidance on the most challenging emerging threats, planning issues, and/or readiness gaps/shortfalls. Identifies and recommends improvements to enhance service to the public and other stakeholders. Exercises a high level of professional judgment in matters involving delicate or adversarial situations. The incumbent manages the National Hurricane Program (NHP), which provides technical assistance, tools and doctrine to local, tribal, and state governments to evacuate threatened coastal residents from hurricanes. The tools that the NHP provides to emergency managers are the SLOSH storm surge model, Hurricane Evacuation Studies (HES), HURREV AC, Decision-Makers Training, Evacuation Transportation models, and Post-Storm Assessments. The incumbent manages the FEMA Exercise Branch (FEB), which supports the development of a comprehensive emergency management workforce, postured to respond to any incident at any level. FEB develops focused exercises, strategically designed and delivered to inform/validate plans, policies, and procedures. Represents the FEMA Administrator by providing oversight to the coordination, development, and conducting of exercises to test and validate FEMA’s planning efforts and preparedness posture. The incumbent manages the Response Geospatial Office (RGO), which provides geospatial support and response data analytics. The RGO provides informational analysis based on geospatial platforms and quantitative data disaster analysis for predicting consequence impacts and post-disaster assessments. Leads the development of geospatial and operational intelligence capabilities during deliberate and crisis action planning events. Conducts statestate, response focused, operational intelligence function, enabling the delivery of advanced decision-support products such as resource adjudication and lifeline interdependency analysis (e.g., anticipatory cascading affects). Delivers evidence based predictive analytics, precision forecasts of incident conditions, resource adjudication recommendations, as well as lifeline related analysis (both in terms of impacts and interdependency). EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. Requirements Conditions of Employment U.S. Citizenship Required. If selected, a one-year SES Probationary period may be required. Filing of (OGE-278) - Public Financial Disclosure. You must be able to obtain/maintain a Top Secret (SCI) clearance. This position is subject to random drug testing. Failure to meet the basic qualification requirement and all Technical and Executive Core Qualification factors automatically disqualifies an applicant. Qualifications As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below. TECHNICAL QUALIFICATIONS – MANDATORY 1. Ability to ensure key national and organizational goals, priorities, values and other issues are considered in making program decisions and exercising leadership to implement, effectively communicate, and ensure that the organization’s mission and strategic vision are reflected in the management of its people. 2. Demonstrated ability to oversee analysis of complex problems, synthesize that analysis, develop and present viable options to those in the most senior levels of government leadership, and implement solutions that lead to measurable improvements in mission outcomes. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); but a narrative statement for each of the Technical Qualifications (TQs) is recommended. EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQ 1: LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
