  Description of Department:

  The Office of Workforce Innovation and External Relations (OWIER) provides a designated point of entry into SUNY Oswego for industry, non-profit, public, private, and community partners to connect with institutional assets. Partnerships formed will generate economic and social benefits for the region that align with the priorities and vision of SUNY Oswego and contribute to the long-term, sustainable vitality of the university and the Central New York region.

  The OWIER is structured around three pillars of focus: 1) Workforce Innovation and Upward Mobility, 2) Government and Legislative Affairs, and 3) Community Impact Programs and Resources.

  The OWIER serves to: Contribute to the economic development of the region while advancing SUNY Oswego's Vision 4040 and its institutional priorities and goals; Assist in the identification and creation of external grant applications that align with institutional workforce innovation priorities; Help inform the creation of non-credit and credit-bearing programs based on current and future high-demand industry trends; Provide appropriate programming to support workforce innovation; and Work with SUNY Oswego's relevant vice presidents and deans to support student and faculty engagement with community partners.

  The Office of Workforce Innovation and External Relations at the State University of New York at Oswego invites applications to fill the full time Director of Workforce Innovation.

  Description of Responsibilities:

  The Director of Workforce Innovation will report directly to the Assistant Vice President of Workforce Innovation and External Relations and will lead Oswego's Workforce Innovation and Upward Mobility team. This role will oversee grants, contracts, and partnership initiatives related to economic development and workforce innovation programming.

  The Director will manage local, state, and federal grants as a principal investigator or as a co-principal investigator, serve as a project director on workforce development and social mobility contributing contracts and grants, and lead strategies required to successfully develop partnerships between SUNY Oswego and regional workforce partners that attract and secure significant external investment and contribute to increased educational attainment, workforce training, and/or employment outcomes for the region.

  The Director of Workforce Innovation will demonstrate exemplary leadership, relationship management, project management and communication abilities. A comprehensive understanding of the institution's mission, goals, resources, and infrastructure will be required for the Director to envision and identify relevant opportunities and to effectively unite key and diverse stakeholders, build cohesive partnerships and teams, and secure and manage grants that will fund impactful programs. The Director will build and maintain sustainable partnerships and programs that contribute to advancing the mission and goals of SUNY Oswego.

  In addition, the Director of Workforce Innovation will collaborate closely with internal members of the institution including but not limited to: President's Council members, Deans, the Office of Research and Sponsored Programs, the Division of Extended Learning, Career Services, Experiential Courses and Engaged Learning (EXCEL), and University Advancement to understand the internal and external environment, leverage existing partnerships, and establish new relationships to increase the economic vitality, talent pool, and career-readiness of the region.

  Primary Responsibilities Include:

  Coordinate SUNY Oswego activities related to economic development and serve as a liaison with local, regional and national economic development organizations aligned with the University's mission.

  Represent SUNY Oswego within community groups, advisory boards or committees, employer and labor organizations, etc. to promote collaboration and communication.

  Partner closely with SUNY Oswego vice presidents, deans, faculty, SUNY Research Foundation Office of Research and Sponsored Programs staff, and industry and community members to apply for and secure and maintain significant state and federal grants and contracts.

  Serve as the Project Director for the New York State Office of Temporary and Disability Assistance contracts awarded and managed by OWIER staff.

  Serve as the Project Director for the Retired Senior Volunteer Program (RSVP) of Oswego County and oversee OWIER staff members who support RSVP; further develop and advance partnerships with agencies and organizations in Oswego County; and expand the awareness and impact of RSVP of Oswego County.

  Develop new programs and volunteer opportunities, expand the relationship between RSVP of Oswego County and SUNY Oswego, and play an essential role in recruiting new volunteers and increasing the public's knowledge of the program by helping design and implement public relations campaigns and marketing strategies.

  Ensure effective coordination, communication, tracking, assessment, and reporting of grant funded projects and awards.

  Lead a team of project managers and/or coordinators to both ensure departmental success and enhance the professional development of the team in financial management, contract development, and development of employment and training programs.

  Assist in selection of consultants, implementation of subcontracts, and monitor subcontractor performance, oversee evaluation process for consultants and trainings, and provide trainings on specialized topics.

  Oversee annual program progress reports and program report supplements and work closely with OWIER staff to complete grant continuations, renewals, and new applications.

  Divide work week between SUNY Oswego's downtown Syracuse Campus and the Oswego OWIER office at 121 E. First Street, Oswego, NY to ensure a balanced presence and impact in both counties.

  Travel up to 25% (including overnight travel), as required, to attend events, to perform trainings (within New York State) and to participate in professional development as well as complete occasional evening and weekend work.

  Job Requirements:

  Required Qualifications:

  Master's degree in related field at time of appointment.

  Successful track record of securing and managing local, state, and federal grants and contracts related to workforce development and social mobility.

  Supervisory experience of professional staff and trainers and significant experience leading and developing teams.

  Successful experience developing and maintaining close collaborative partnerships.

  Demonstrated experience working in a complex organizational structure.

  Demonstrated leadership skills focused on building relationships to accomplish organizational mission and goals.

  Excellent professionalism and creative problem-solving skills.

  Exceptional analytical, written, oral, interpersonal, and presentation skills.

  Preferred Qualifications:

  Experience leading a workforce and/or economic development team that has provided training, cultivated partnerships, and navigated political landscapes.

  Possess a comprehensive understanding of the Central New York and New York State labor markets and emerging labor needs.

  Highly adept at communicating and applying knowledge to develop solutions and form effective partnerships that lead to increased external grant and contract activity awarded to or inclusive of SUNY Oswego.

  Human/social services professional experience.
