Job Description Reporting to the Deputy ED of Program & Policy, the Director of Research and Evaluation oversees all work on data collection and program evaluation for CEO, builds CEO’s capacity for evaluation and research, and manages all processes related to funding-based grant requirements. This Director collaborates frequently with Program Directors, the Director of Impact, Place-Based Initiative Directors, and the CEO Policy Director. They will lead the evaluation and data analysis that is used to support CEO’s investment strategy, policy advocacy, grant reporting, and program implementation.
The Director is responsible for creating and implementing strategy and processes related to data collection, data evaluation, and research projects and partnerships. This individual will conceptualize and execute data analysis needs for CEO, using administrative data and programmatic data from City and external partners. This will involve developing an analytic plan, then working with staff to generate the appropriate results using statistical software requiring coding, building dashboards, and creating geospatial data products. The role requires a detail-oriented leader with a passion for data-driven decision making and improving the investment strategy for programs focused on economic mobility. This position requires advanced knowledge of statistics and ArcGIS software and the ability to manage staff utilizing such tools. This position will work closely with CEO’s program, contracts, and policy teams, as well as the City’s Office of Integrated Data for Evidence and Health & Human Services cabinet departments.
Through data managers and coordinators, the Director of Research and Evaluation will also support the program and contracts teams in managing the program enrollment data and associated databases. This may include working with team members to provide technical assistance to program providers and grantees to support data collection.
The Director of Research and Evaluation will serve as the lead strategist on program evaluation, which may include working with external researchers to develop evaluation plans, study design, and outcomes analysis for individual programs.
The Director of Research and Evaluation is responsible for directing a team in general oversight, reporting, training and user support to ensure the integrity and proper use of CEO’s data management tools by CEO staff and sub-grantees. The Director will provide technical and instructional support related to data management and reporting either through direct training or identifying training resources, and work with CEO staff to ensure the timely and accurate collection of participant data. The Director will also provide technical expertise in the use of data tools to measure and report on the progress of each of CEO’s funded programs and initiatives, as well as the broader strategic goals of CEO.

Qualifications Proficiency with at least one statistical programming language, such as R (preferred), Python, SAS, STATA, etc.Demonstrated experience in staff management, and, managing technical staff (2 years staff management preferred, but less staff management experience together with other qualifications will be considered)Experience working in social services, economic mobility, or a related field preferredUnderstanding and interest in connection between data, evaluation, and public policyExperience managing projects, particularly projects that require collaboration across different groups or teams.Proficiency in applied quantitative and qualitative research methods & statisticsAbility to perform geospatial visualization and analysis (maps, dashboards, etc.), preferably using ESRI’s ArcPro and/or ArcOnline software preferredExperience developing data visualizations consistent with the principles of inclusive designExperience working with large, relational datasetsExperience in data management and cleaning best practicesFamiliarity with applied research designs and/or program evaluationStrong communication skills, both written and verbalEducation: At a minimum, a Bachelor’s degree from an accredited college or university, preferably in public policy, psychology, sociology, political science, statistics, economics, mathematics, urban planning, or another field of relevance to local government.
