  The Director of Learning, Development & Training is an innovative leader who will develop and lead EEC's new Training Unit. They will be responsible for creating structure and consistency around the agency's on-the-job onboarding, change management, and professional development processes. They must ensure that both existing and newly hired staff at EEC have the tools, knowledge, and resources to support children and child care providers across the Commonwealth.

  The Director of Learning, Development & Training serves as a leader within Internal Operations, a Unit under the direction of the Chief Operating Officer. They will work to build a new function within EEC focused on creating structure and consistency in agency-wide internal and external training and professional development. As a leader in the agency, they must use a diversity, equity and inclusion (DEI) lens across all training and in their role to support the development of agency culture and belonging through professional learning and development opportunities.

  They work closely with other leaders in the agency to identify training needs, determine the appropriate method to conduct said training and assist in the development of materials for subject matter experts to be equipped to host effective trainings. They work alongside others in the Internal Operations unit to implement effective onboarding for agency staff, including shared best practices, efficiencies, and cross-division overviews. They also work with staff from other agencies, including the Executive Office of Education and bargaining unit leaders, to identify training and professional development opportunities for agency staff.

  Key Responsibilities:

  Training Structure Development

  • Develop training curriculum standards that meet the needs of agency units and EEC policies and fit within the agency's overall mission and vision

  • Support the development and execution of cross-unit onboarding resources and trainings for new staff members

  • Consult with internal and external stakeholders to provide support around the development and execution of trainings

  • Develop processes to identify and prioritize training needs on an ongoing basis and ensure that they are met

  • Support knowledge management activities to allow for reuse of training resources where possible

  • Assess success of trainings and create meaningful evaluations to create space for continuous quality improvement and training participant feedback

  • Identify and deploy opportunities to grown and support principles and practices of DEI among staff at every level

  Support Agency Change Management through Training

  • Serve as key stakeholder for training needs in the change management process for agency-wide policy and procedure changes

  • Facilitate the creation of training plans for new policies to ensure that the training needs for all stakeholders are regularly identified following a policy change

  • Support knowledge management activities to ensure training materials related to a change are easily accessible to impacted parties and can be leveraged for communication efforts

  Professional Development Facilitation

  • Identify and support pathways for career advancement for EEC staff

  • Work with senior management to identify strategic priorities for building internal capacity within the organization

  • Seek and ascertain requests from agency staff on training subjects and coordinate the procurement of external subject matter experts for trainings

  • Consolidate and share professional development opportunities that align with needed internal capacity in the organization

  • Facilitate continuous learning opportunities and foster career growth among EEC staff

  • Create systems for staff to routinely indicate their training needs on both an individual and group or unit level.

  • Work with senior management to identify opportunities for staff members to actively apply trainings in their work.

  Other duties, as assigned.

  Preferred Qualifications:

  • Experience with adult education modalities and instructional design

  • Experience with developing/supporting the content development of trainings for adult learners

  • Ability to create, articulate, and communicate vision to stakeholders at all levels of the organization and build consensus around change

  • Strong people management skills and ability to lead a diverse team

  • Knowledge and experience with DEI practices and principles

  • Familiarity with "train the trainer" and communities of practice models

  • Ability to manage and sustain multiple and complex relationships and ensure that lines of communication are open

  • Strong writing, editing, communication, and presentation skills

  • Experience developing and executing training and communication plans

  • Ability to synthesize and communicate complex policies in relatable, understandable language

  • Experience with facilities planning to host trainings

  • Understanding of different learning styles and experience with various training methodologies

  • Demonstratable strategic planning and skills

  • Knowledge of early childhood and child care welfare field

  • Ability to simultaneously manage and organize workflows from multiple projects

  • A self-starter with excellent planning, organizational and technical skills

  • Familiarity with or ability to learn how to deliver trainings in a hybrid-working environment

  • Knowledge management skillset to ensure materials are easily accessible to individuals that need them

  • Proficient Microsoft Office skills

  This position offers some flexibility of office location within the hybrid work model currently being observed.

  Qualifications

  MINIMUM ENTRANCE REQUIREMENTS:

  Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

  Substitutions:

  I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

  II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

  III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

  IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
