Job Description
The Director of Financial Reporting and Analysis is a key role within the Secretariat, assuming primary responsibility for the quality, accuracy, and compliance of all financial reporting in line with relevant accounting standards, as well as State and Federal Finance Law. The incumbent oversees a variety of crucial tasks that underpin the financial integrity of the Secretariat and significantly contribute to its mission. This role necessitates the development and maintenance of productive relationships with external auditors, including the state auditor's office, contributing to transparent and accountable financial processes.
The Director of Financial Reporting and Analysis supervises the reporting and analytics team, enforcing all necessary processes and procedures, and fostering a culture that emphasizes accuracy, efficiency, and dedication. The Director of Financial Reporting and Analysis serves as a pivotal figure within the Secretariat, ensuring financial accuracy, providing data-driven insights, and shaping the strategic financial direction of the Executive Office of Veterans' Services. In performing these roles, the Director contributes significantly to the Secretariat's mission, promoting fiscal responsibility, integrity, and accountability at all levels.
Qualifications
MAJOR RESPONSIBILITIES:
• Oversee the quality, accuracy, and regulatory compliance of all financial reporting in accordance with accounting standards and State and Federal Finance Law.
• Promote fiscal responsibility, integrity, and accountability at all levels.
• Ensure that programs and projects are fiscally responsible and align with established priorities.
• Implement policy, including developing policy, obtaining support from necessary parties, and disseminating information.
• Recommend budgets and funding priorities.
• Monitor expenditures and make necessary adjustments.
• Manage the daily operations of the financial reporting and analysis team.
• Direct a variety of tasks crucial to the financial integrity of the Secretariat.
• Supervise the reporting and analytics team, fostering a culture that emphasizes accuracy, efficiency, and commitment.
• Enforce all necessary processes and procedures within the reporting and analytics team.
• Develop and implement medium-range plans, modifying procedures as required.
• Contribute significantly to the Secretariat's mission.
• Initiate and lead the development of new analytical models and reporting methods to provide the necessary insight and drive strategic decision-making within the Secretariat.
• Coordinate with various internal departments to ensure seamless integration and interpretation of financial data, facilitating informed decision-making and planning.
• Other duties as assigned.
MINIMUM REQUIREMENTS:
Applicant must have at least (A) five (5) years of full-tie or, equivalent part-time, professional administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting or program results.)
Of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
