Qualifications
Qualifications
Bachelor degree in Public Administration or related area. Nine years of professional level experience including five years of administrative, supervisory experience in the areas of public administration, or management experience will substitute for the Bachelor degree.
Credentials of the applicant must include good human relations skills, leadership and supervisory skills.
Must possess, or be willing to acquire, expressive and receptive sign language skills. The minimum acceptable Sign Language Proficiency Interview (SLPI) level for effective job performance is Intermediate.
Job Concepts
Managerial Responsibilities
Provide professional administrative leadership and direction in the management of SSD facility operations including Facility Planning, Maintenance, Warehouse, Property Control, Fleet, Safety, and Use of Facilities programs.
Implement policies and regulations mandated by SSD and other state and federal regulatory agencies.
Assist in the development of policies and procedures affecting the schools and develop and establish long range strategic plans.
Function as the LSS operational officer ensuring timely, accurate reports that are prepared in accordance with state and federal laws.
Direct and monitor the Facility Planning, Maintenance, Warehouse, and Property Control budgeting, and accounting of all school funds for those areas. Prepare budgets, projects, and reports for the SSD Superintendent to present at legislative hearings.
Determine priorities of the Operations department within the parameters of budget constraints.
Exhibit knowledge of special education rules and regulations associated with implementation of state and federal laws.
Exhibit understanding of children with handicaps and their needs, especially the children with hearing and visual impairments served by the schools and demonstrate awareness of specialists, agencies, and organizations that serve children with disabilities and their families.
Demonstrate appropriate and effective office management skills such as planning, organizing and implementing.
Exercise good judgment in making decisions.
Maintain complete and accurate records and exercise confidentiality of information in accordance with requirements of the law.
Maintain a positive relationship with professional associates, state and local agencies, the community and the parents of the students.
Maintain a working relationship with the Office of Risk Management, Office of Public Health, State Fire Marshal, Department of Environmental Quality, Department of Natural Resources, Louisiana Property Assistance Agency, and other regulatory agency staff.
Supervisory Responsibilities
Supervise assigned staff providing leadership and coordination for a team approach.
Apply knowledge and skills of supervision to programs and personnel demonstrating appropriate and effective interpersonal skills.
Provide systematic operational management functions for the Schools through direction of activities ensuring all are in compliance with state and federal standards and procedures.
Delegate responsibilities as appropriate.
Plan and conduct staff observations and evaluations for performance accountability programs for classified employees according to the current approved performance appraisal system.
Provide for staff development.
Programmatic Responsibilities
Develop and direct the preparation, implementation and monitoring of the school’s various operational functions. Communicate with agency personnel concerning their requests for services provided by the operations department.
Monitor current policies and procedures of the Operations department to ensure correct application; develop and implement new policies, procedures and internal controls to ensure efficient use of staff and that goals and objectives of the Operations department are achieved.
Research and implement cost saving measures and alternative means of operations to accomplish the stated mission of the Special Schools.
Function as the Schools’ Property Control Manager ensuring the safeguard and accountability of moveable property inventory in accordance with State law. Direct and monitor the taking of the inventory of school property and the preparation of the annual inventory report.
Administer the Use of Facilities procedures for interior and exterior facilities.
Attend DEQ workshops on manifest, notification, and annual reporting of hazardous waste to keep abreast of laws mandated by DEQ regarding storage and removal of the waste and advise appropriate school personnel on procedures to follow to ensure that the Campus is in compliance. Initiate corrective actions as needed, utilizing guidelines established by the DEQ. Compile Annual Hazardous Waste Reports to be submitted to DEQ.
Ensure Operations Department compliance with the Office of Risk Management (ORM) Safety Program and Emergency/Crisis Management and Response Program, including general safety, driver safety, bonds and crime, fleet management, equipment management, maintaining departmental emergency plans, staff training, universal emergency procedures and emergency drill exercises.
Execute activities related to regulatory agency audits, including the ORM safety audit, DNR pipeline safety audit, Dept. of Agriculture integrated pesticide management audit, DEQ hazardous materials audit, City of Baton Rouge wastewater audit, State Fire Marshal, Office of Public Health, etc. Coordinate documentation, campus escort, audit review and corrective action plans as necessary.
Ensure Operations Department personnel are properly certified for activities performed, including gas pipeline, pesticide management, refrigerant, CDL, asbestos management, etc.
Establish and ensure school wide compliance with internal controls to maintain accountability.
Direct, implement, & monitor the operation of the Preventive and Corrective Maintenance Program for the agency, to make sure buildings and equipment are maintained. Review existing procedures and make changes and upgrades were needed.
Work with the Executive Director on the school’s safety plan. Coordinate safety meetings, crisis team meetings, and give input on procedures.
Work with Operations staff on coordinating office moves, outer branch closures, and making sure procedures are in place to perform the duties safely and efficiently.
Work with Executive Director in writing job specifications, contracts, and develop and monitor new and renovation construction projects.
Maintain inventory of supplies and equipment within the Maintenance section.
Have working knowledge of LaGov software for warehouse and property control.
Have working knowledge of PES evaluation systems.
