Summary These Senior Executive Service (SES) positions are located in the Environmental Justice, Community Engagement, and Environmental Review Divisions of: Region 2 Region 6 (South Central) Region 7 (Midwest) These are office-centered positions--you must physically report to one of the duty stations stated in this announcement on a regular basis (location determined at time of selection). Partial work-from-home flexibilities may be authorized. Responsibilities The Environmental Justice, Community Engagement, and Environmental Review Division (EJCEERD) is responsible for the planning, direction, and execution of the Region’s National Environmental Policy Act (NEPA) program, Environmental Education program, Children’s Health Protection program, Smart Sectors program and Environmental Justice program. The Division works in coordination with the Office of Environmental Justice and External Civil Rights (OEJECR) to implement the policies enacted by OEJECR in the Region. As Division Director, the incumbent serves as principal advisor to the Regional Administrator and Deputy Regional Administrator for the Division’s assigned program areas. Specific responsibilities of this position include: Assessing needs, defining goals, developing program plans, and establishing overall Division operating policies, priorities, and procedures to support the development and implementation of the Division’s programs related to environmental justice, health, and education in the Region. Overseeing the work of the Community Involvement Coordinators (CICs) in the Region who liaise between communities, Agency programs, states, and other Federal Agencies. Ensuring that Regional Divisions, states, and local environmental agencies are provided with Environmental Justice guidance, analysis, and technical assistance in developing comprehensive community involvement programs. Collaborating with Agency officials, the National Environmental Justice Advisory Council (NEJAC), Tribal organizations, other Federal and state agencies, private industry, environmental organizations, and the public to coordinate aspects of the Regional community engagement program. Supervising a large staff of employees organized into units headed by subordinate managers and supervisors. As an Agency senior leader, the incumbent will view policy and personnel decisions through both an Environmental Justice (EJ) and Diversity, Equity, Inclusion, and Accessibility (DEIA) lens to support the fair treatment and meaningful involvement of all people with respect to the development, implementation, and enforcement of environmental laws, regulations, grants, and policies regardless of race, color, national origin, or income. This includes consideration of the effect of their work on communities with environmental justice concerns. Engagement with impacted communities in decisions, integrating equity and justice and compliance with all civil rights requirements, will be taken into policy considerations and program implementation to ensure that EPA achieves its mission for all communities. If you are selected, you must complete a 1-year SES probationary period, if not previously completed. The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment. This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. #LI-Onsite Qualifications The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related. As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below. A. Involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified. TQ 1 - Demonstrated experience leading the activities of a dynamic, interdisciplinary team in planning, directing, and evaluating complex environmental policy and regulatory issues involving environmental justice and equity. TQ 2 - Demonstrated experience forging relationships and developing collaborative partnerships including with local, state, and federal agencies, tribes, non-profit organizations, and/or other stakeholders such as academia, philanthropy, or the private sector to develop solutions to address environmental justice issues and/or inequities.
