Position Summary:
MassDOT is seeking to hire a Desktop Engineering Manager. As a Desktop Engineer Manager, you will provide governance over all end user solutions such as system and data security, quality, scalability, high performance, and system maintainability. This individual will contribute to the creation, facilitation and maintenance of FAQ documents, knowledge articles, and user guides. The Desktop Engineering Manager provides direction and guidance to internal staff and vendors on the diagnosis and resolution to systems issues, proposes and creates system design models, specifications, diagrams, and charts to provide direction to the technical staff.
The primary work location for this role will be at 10 Park Plaza, Boston, MA 02116. The work schedule for this position is Monday thru Friday, 7:30AM to 3:30PM EST. The majority of time will be spent working from a home location; however, this position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Occasional travel may be required.
Duties & Responsibilities:
• Evaluates and selects software product standards.
• Evaluates and implements design of standard software configurations.
• Ensures that all environments, processes, and procedures are fully documented.
• Defines and implements tools and processes to monitor and manage system and team performance.
• Tracks and reports on metrics to show compliance with established service level agreements (SLA's).
• Ensures systems are supported in an efficient manner with minimal disruptions and downtime in line with agreed SLAs.
• Prioritizes team's response to incidents and manages performance to agreed SLAs.
• Identifies opportunities for process improvement and automation.
• Gages the effectiveness and efficiency of existing systems; develops and implements strategies for improving or better leveraging the systems.
• Stays abreast of emerging technologies and present solutions for improvement opportunities to Senior IT Management.
• Interacts with all levels of staff and management to identify and resolve issues as they arise and to support their system requirements.
• Performs project management duties for small to mid-size projects, including the creation of detailed project plans and execution of the plans to the successful completion of the project, on time and within budget.
• Works directly with the Project Management group on the management of larger projects, including scope development, scheduling of resources, and project timelines.
• Facilitates communication upward and across project teams including project status, cost information, justifications for variances and technical information (architecture, design, and implementation objectives).
Preferred Knowledge, Skills, & Abilities:
• Five (5) to seven (7) years of full-time experience supporting Microsoft environments and relevant end user technologies. Seven (7) plus years of experience is preferred.
• Minimum three (3) years of managerial experience in the Information Technology field managing technical teams and projects.
• Knowledge of Microsoft solutions for end users.
• Experience deploying and supporting desktops, laptops, and tablets.
• Ability to understand MassDOT's long-term business strategy and goals, and the ability to implement both long-term and short-term milestones accordingly.
• Ability to apply multiple technical solutions to business problems.
• Proven ability to develop detailed end user desktop and technology design.
• Excellent verbal and written communications skills with the ability to translate technical decisions/strategies into business terms and implications.
• Ability to translate business needs into solution architecture requirements.
• Proven track record of ensuring proper documentation is completed and kept up to date.
• Must be process oriented and possess strong organization skills.
• Experience working with cross-functional teams and the ability to develop relationships across various IT teams.
• Proven track record of execution, implementation, and maintenance of IT strategic initiatives.
• Proven leadership, team building, and conflict resolution capability.
• Ability to think critically, possess sound problem resolution, judgment, and decision-making.
• Ability to manage and work well within a team and efficiently distribute expertise.
• Must exhibit a positive approach and the ability to work efficiently as team lead.
• Ability to work and collaborate directly with internal customers, other agencies, and third parties.
• Proven track record of successfully learning and implementing new technologies.
Education and Certification(s):
• Bachelor's Degree in Computer Science, Information Systems, Engineering or other related field, or equivalent work experience.

Minimum Entrance Requirements:
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in electronic data processing of which (B) at least two years must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below.
SUBSTITUTIONS:
I. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.
IV. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.
V. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.
VI. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.
*Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitution will be allowed for more than two years of the required (A) experience.
NOTE: No substitution will be allowed for the two years of the required (B) experience.
