The Leidos Human Health and Performance Contract (HHPC) has an opening for a Deputy Research Operations and Integration (ROI) Task Order Manager (TOM). T his role is responsible for managing resources, schedules, and Customer priorities concerning the implementation of human research in flight analog platforms, on ISS, and during Artemis missions. The Task Order supports the ROI Element of the Human Research Program. The project spans 3 implementation platforms (ISS, Artemis, and Flight Analog) and is supported by 8 functional teams covering Mission Management, Experiment Development, Training, Hardware, and Data Management, as well as Facilities Management with additional interfaces to the Engineering and Software Integration organizations within the directorate. The Deputy ROI TOM serves as in interchangeable role to the TOM for decision making and project steering. This position is located on-site at The Johnson Space Center in Houston, Texas.
Only current HHPC employees will be considered as the successful candidate will require a significant amount of HHPC-related subject matter knowledge/expertise.
Primary Responsibilities:
Provide technical leadership and mentorship to the ROI team to enable successful outcomes. Guides team to respond to the challenges of executing complex research on ISS and analog platforms as well as the challenges of adding the new Artemis platform.
Develop and maintain an exceptional customer relationship and relationship with the ROI Task Order Manager (TOM) with professional and timely communication of issues and project statuses.
Perform Project Manager functions for the Task Order as assigned by the TOM which may include:
Ensuring work performed is at a level of quality, schedule, and cost that is consistent with customer expectations and terms of the contract ROI Statement of Work (SOW) and best practices.
Overseeing the planning, execution, and completion of all deliverables in the statement of work.
Ensuring the scope of work is approved and meets all customer objectives.
Ensuring monthly best estimates and variance explanations are accurately completed and approved. Working with subtask cost account managers for accurate reporting.
Understanding how to analyze work performance data (labor volume, labor rates, rate adjustments, etc.) to adjust forecasts and implement course corrections.
Providing a weekly status report to the TOM, customer, and Flight Medical Operations Department Manager.
Developing monthly status and budget performance reports and risk updates according to the contract business rhythms (Monthly status review charts and/or Technical Cost Schedule Review material).
Ensuring project schedules are up to date to accurately reflect project work.
Identifying and managing the resolution of issues affecting the Task Order, developing action plans and results, and sharing status with customers and the reporting up through the contract management chain.
Ensuring appropriate resources are assigned to Subtasks to meet customer and Task Order deliverables, budget, and schedule.
Assisting in fiscal year Task Order planning activity by ensuring all requirements are defined from the customer perspective and deliverables and execution risks are accurately documented.
Accurately forecasting Task Order needs for the future and providing those forecast inputs into the yearly NASA Program Planning and Budgeting Exercise (PPBE)
Pre-Screens Change Requests (CRs) for the ROI Contractor Implementation Board (CIB) Chair and ROI Configuration Control Board (CCB) to ensure CRs have comprehensive content and change descriptions and pre-boards to ensure integrated responses to evaluator input.
Serves as the Board member for the NASA ROI Configuration Control Boards as directed by the TOM
Responsible for completing all assigned training
Responsible for compliance with Safety, Health and Environmental plan; must be committed to a high standard of safety and be willing and able to comply with all safety laws and all of the Company's safety policies and rules and must be willing to report safety violations and potential safety violations to appropriate supervisory or management personnel.
Responsible for compliance with the Quality Assurance Plan, policies and procedures
Must adhere to Johnson Space Center (JSC) expected behaviors, act professionally, and demonstrate the interpersonal skills required to maintain productive working relationships with co-workers and other members of the management team, and the customer.
Minimum Qualifications:
Bachelor's Degree (BS) in a science or related field and 12+ years of experience managing projects
Experience leading and managing teams.
Strong stakeholder engagement skills, including the ability to work effectively at all levels of an organization and the capacity to influence others to move toward consensus
Ability to develop and maintain exceptional customer relationships
Excellent strategic development, change management and problem-solving skills
Ability to diffuse work conflict or issues using strong interpersonal skills
Comfortable navigating complexity; highly resourceful and self-motivated
Proven organization and planning skills
Excellent written and verbal communication skills
Proficient in Microsoft Office suite and collaboration tools (Teams, SharePoint). High-level proficiency in PowerPoint and Excel a must.
Exceptional interpersonal, communication, presentation, and consultation skills for confident interaction with senior management.
Exceptional strategic planning, leadership and change management skills.
Preferred Qualifications:
Proficient in the following areas: resource estimating, scope definition and Statement of Work, Basis of Estimate development, and contract Pricing tool
Formal Project Management Training
Familiarity with ROI processes
Formal leadership training
Pay Range:
Pay Range $87,100.00 - $157,450.00
