Position Overview:
This is a senior position within the Operational Services Division; the incumbent works closely with the Director of Strategic Sourcing and manages 5 distinct teams within the unit. This role includes providing operational oversight of a multi-disciplinary strategic sourcing team who are responsible for creating and managing enterprise contracts that meet the needs of our customers across 70 state agencies and 351 cities and towns within Massachusetts. The incumbent will manage a portfolio of 100 plus enterprise contracts with 1,600 diverse vendors generating approximately $20 million in annual revenue. This high-impact role requires a strong leader who is action oriented with an understanding of sourcing and procurement processes, who can: deliver results, increase usage of enterprise contracts effectively manage strategic vendors, and build effective teams. The person in this role will need to ensure accountability, direct the work of others within Sourcing, implement excellent strategic thinking, and display the ability to drive efficiency and cost savings for the state.

Key Responsibilities:
Operational Management: Oversee day-to-day operations, ensuring efficient execution of sourcing, procurement, and vendor management activities while adhering to government regulations and policies.Team Management: Lead, motivate, and mentor a team of 30 professionals, fostering a culture of collaboration, innovation, and continuous improvement.Results-driven Approach: Set and communicate measurable goals and key performance indicators (KPIs). Drive a results-oriented culture throughout the Sourcing Department.Customer Satisfaction: Prioritize customer satisfaction as a core objective. Implement strategies to enhance the overall customer experiencePolicy and Compliance: Ensure all procurement processes adhere to state government regulations, compliance standards, and ethical practices, with a strong focus on transparency and accountability.Vendor Relationship Management: Build and maintain strong relationships with suppliers, vendors, and partners; negotiating contracts, monitoring performance, and driving cost savings and value for the state. Strategic Sourcing Initiatives: Develop and execute strategic sourcing plans to identify opportunities for cost reduction, quality improvement, and innovation in procurement processes.Budget Management: Maintain responsibility for managing the budget of the Strategic Sourcing Unit, optimizing resource allocation, and achieving cost efficiency.Data Analysis: Utilize data analytics and reporting tools to assess the effectiveness of procurement initiatives, identify areas for improvement, and make data-driven decisions.Stakeholder Engagement: Collaborate with other state government departments, agencies, and officials to understand their sourcing needs and provide tailored solutions.Risk Management: Identify and mitigate potential risks related to procurement activities, ensuring business continuity and compliance.

Preferred Skill Set:
5+ years of experience in Procurement Management, including strategic sourcing, and contract and vendor management. At least 4 years of experience in leading results-driven teams.Strong coaching and team-building skills with the ability to motivate others through direct and indirect reporting relationships to achieve objectives. Project management/change management experience.Demonstrated success in performing spend analysis with strong analytical ability and high competence with data analytics. Managing the entire RFQ/RFP process, and negotiating and managing large, complex contracts in a multi-site environment.Proficient in e-procurement tools and knowledge of Contract Lifecycle Management tools. Knowledgeable in Best Value Procurement, the Strategic Sourcing process, or other sourcing process/procedures. Possess excellent interpersonal, written, and verbal communication skills and is comfortable working with multiple stakeholders at all organizational levels. Experience working in agile methodologies; utilization of Scrum is a plus.Experience and knowledge of State Government is a plus.

The anticipated salary range is $120,000 - $130,000.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
